Amends the Environmental Protection Act. Reduces the amounts various fees to be collected by the Environmental Protection Agency. Sets forth new procedures for the collection of NPDES fees and requires that all moneys collected from the fees be deposited into the Illinois Clean Water Fund. Repeals Sections concerning air pollution operating permit fees and fees for water quality certification. Amends the State Finance Act to create the Illinois Clean Water Fund. Effective immediately.

Amends the Motor Fuel Tax Law. Provides that, beginning on July 1, 2003, a tax based on gallonage of fuel used for the propulsion of aircraft that is sold at O'Hare International Airport is imposed at the rate of 1 cent per gallon with tax receipts to be deposited into the Jet Service Establishment, Expansion, and Retention Fund, a special fund created in the State treasury. Amends the State Finance Act. Provides that in order to maximize opportunities for economic development in Illinois, money in the Fund shall be used by the Department of Transportation, subject to appropriation, to assist in establishing, expanding, and retaining jet service at the State's 12 primary airports. Effective immediately.
The sum of $1, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Public Aid to study Medicaid Fraud in Illinois. Effective July 1, 2003.
Appropriates $1 from the General Revenue Fund to the Department of Corrections for a study to determine methods to reduce recidivism. Effective July 1, 2004.
Appropriates $1 from the General Revenue Fund to the State Board of Elections to study the Voter Information System Application Program. Effective July 1, 2004.
Amends the Illinois Vehicle Code. Makes a technical change in a provision concerning registration.
Appropriates $1 from the General Revenue Fund to the Illinois Student Assistance Commission for a study on student accessibility to education assistance grants. Effective July 1, 2004.
The sum of $1, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Central Management Services for a study on Group Insurance enrollment trends. Effective July 1, 2003.
Amends the Illinois Grant Funds Recovery Act. Provides that grant agreements must contain a provision that the grantee agrees to give preference to contractors who have business locations in the State and and are likely to create jobs for Illinois citizens. Amends the Local Government Professional Services Selection Act. Provides that, when considering the location of a professional firm, a political subdivision must give preference to firms with business locations in the State and that are likely to create jobs for Illinois citizens.
Amends the Environmental Protection Act. Removes provisions allowing the Environmental Protection Agency to assess and collect NPDES discharge fees. Effective immediately.
