Amends the Illinois Public Aid Code. Requires the Department of Human Services to apply to the U.S. Department of Agriculture for a waiver under the food stamp program to prohibit the use of food stamps to purchase foods of minimal nutritional value as defined by the U.S. Department of Agriculture's Food and Nutrition Service. Effective immediately.
Amends the Code of Civil Procedure. Limits attorney's fees in medical malpractice actions to $1,000,000 plus reasonable and documented expenses. Provides that the non-prevailing defendants shall pay such fees in addition to any award for economic and noneconomic damages in the case. Provides standards for determining economic and non-economic damages in medical malpractice actions. Effective January 1, 2005.
Appropriates $1 from the General Revenue Fund to the Department of Human Services to reduce the review period of applications for public assistance. Effective July 1, 2004.
Appropriates $1 from the General Revenue Fund to the Office of the Secretary of State to increase public awareness of possible securities fraud. Effective July 1, 2004.
