RECKLESS DRIVING

Amends the Illinois Vehicle Code. Authorizes municipalities to adopt procedures for the impoundment of vehicles used in the commission of a reckless driving offense (a) as part of a funeral procession or (b) in such a manner that interferes with a funeral procession. Effective immediately.

IDPH-MAMMOGRAPHY-INFORM

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department shall require every provider of mammography services to, if a patient's mammogram demonstrates dense breast tissue, provide notification to the patient in any summary of the mammography report sent to the patient pursuant to the federal Mammography Quality Standards Act that shall include, but not be limited to, certain information.

LOC GOVT-DETAILED STATEMENT

Amends the Counties Code. Requires the annual budget to contain a detailed statement showing any bonuses or increase in any salary, wage, stipend, or other form of compensation for every agency, department, or any other entity receiving an appropriation from the county. Effective immediately.

BUSINESS LEGAL FEES-NEW FUNDS

Amends the Appellate Court Act and the Clerks of Courts Act. Provides that the amount of certain court fees may be set by Supreme Court rule, except that the fee amounts shall remain as set by statute until the Supreme Court adopts rules specifying a higher or lower fee amount. Creates the Reviewing Court Case Management System Fund, a non-appropriated trust fund held separate and apart from State moneys. Provides that court fees collected under the new provisions shall be deposited into the Reviewing Court Case Management System Fund and used by the Supreme Court and the appellate courts for costs associated with electronic filing and case management systems. Amends the Professional Service Corporation Act, the Limited Liability Company Act, and the Professional Association Act. Provides that certificate of registration fees collected in connection with the practice of law may be set by Supreme Court rule, except that the fee amounts shall remain as set by statute until the Supreme Court adopts rules specifying a higher or lower fee amount. Creates the Supreme Court Committees and Commissions Fund, a non-appropriated trust fund held separate and apart from State moneys. Provides that moneys collected under the new provisions shall be deposited into the Supreme Court Committees and Commissions Fund and used for costs associated with the operation of committees and commissions created by the Supreme Court.

INC TX-EX OFFENDER

Amends the Illinois Income Tax Act. In a Section concerning a credit for wages paid to ex-felons, removes a provision providing that the credit may not exceed $600 for each qualified ex-offender. Provides that the credit is exempt from the Act's automatic sunset. Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that each Agreement entered into on or after the effective date of the amendatory Act shall contain a provision stating that the Applicant shall establish a goal of hiring qualified ex-offenders so that no less than 10% of the jobs created or retained under the Agreement are filled by qualified ex-offenders. Effective immediately.

HUNTING LICENSES FOR VETERANS

Amends the Wildlife Code. Allows veterans that are Illinois residents to obtain an Illinois Hunter Education card after completing the online study section of the Illinois Hunter Education program and providing the Department of Natural Resources with verification of service or mobilization. Effective immediately.
