IDOT-ROAD SALT GRANTS

Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Creates the Local Government Road Salt Purchase Reimbursement Fund. Provides that moneys in the Fund shall be used by the Department of Transportation to make grants to counties, municipalities, townships, and road districts in the northeastern Illinois region that entered into contracts for the purchase of road salt for the 2008-2009 winter season at a rate that exceeds the regional average. Amends the State Finance Act. Provides that the sum of $14,500,000 shall be transferred from the Fund for Illinois' Future to the Local Government Road Salt Purchase Reimbursement Fund. Effective immediately.

VEH CD-DRIVE-AWAY PERMITS

Amends the Illinois Vehicle Code. Changes the length of time that a vehicle operated pursuant to a drive-away permit from 7 days to 30 days. Effective immediately.

VEH CD-BICYCLIST SAFETY

Amends the Illinois Vehicle Code. Provides that a person commits crowding or threatening a bicyclist when a person driving a motor vehicle recklessly drives the motor vehicle unnecessarily close to, toward, or near a bicyclist. Provides that every person convicted of crowding or threatening a bicyclist shall be guilty of a Class A misdemeanor if the violation does not result in great bodily harm or permanent disability or disfigurement to another. Provides that if a crowding or threatening a bicyclist violation results in great bodily harm or permanent disability or disfigurement to another, the person shall be guilty of a Class 4 felony. Provides that a person commits projecting or throwing missiles at bicyclists, a Class A misdemeanor, when a person projects or throws any missile (defined as any object or substance) at or against a bicyclist. Effective immediately.

REAL ESTATE-RESTORE LICENSE

Amends the Real Estate License Act of 2000. Beginning on May 1, 2012, provides that a managing broker, broker, or leasing agent whose license has been expired for more than 2 years but less than 5 years may have it restored by (i) applying to the Department, (ii) paying the required fee, (iii) completing the continuing education requirements for the current pre-renewal period, and (iv) filing acceptable proof of fitness to have his or her license restored, as set by rule. Provides that a managing broker, broker, salesperson, or leasing agent whose license has been expired for more than 5 years shall be required to meet the requirements for a new license (now, 2 years). Also makes technical changes.

MILITARY CODE-VARIOUS

Amends the Military Code of Illinois. Provides for the Adjutant General (i) to order Illinois National Guard personnel into active service for certain nonemergency functions and (ii) to make rules concerning military installations in conformity with federal rules. Provides for personnel to receive medical and dental treatment for injuries incurred "while on duty and lawfully performing the same" and to be treated for injuries, wounds, and disabilities at the nearest appropriate medical facility if a medical officer is not detailed. Provides for payment of medical treatment by the State.
