Amends the School Code. Requires the State Board of Education to, on or before January 1, 2027, submit a report to the General Assembly regarding the status and availability of agricultural education programs in the State. Effective immediately.
Amends the Illinois Insurance Code. Sets forth provisions requiring an individual or group policy of accident and health insurance amended, delivered, issued, or renewed in this State on or after January 1, 2028 to provide coverage for up to a 12-month supply of prescription hormone therapy, and the necessary supplies for self-administration, that is prescribed by a network provider within the provider's scope of practice and dispensed at one time for an enrollee by a provider or pharmacist, or at a location licensed or otherwise authorized to dispense drugs or supplies. Amends the Pharmacy Practice Act. Provides that, notwithstanding any other provision of law, a dispensing provider or pharmacist shall dispense, at a patient's request, up to a 12-month supply of a prescription hormone therapy and the necessary supplies for self-administration pursuant to a valid prescription that specifies an initial quantity followed by periodic refills, except as specified. Amends the State Employees Group Insurance Act of 1971 and the Illinois Public Aid Code to require coverage under the provisions of those Acts.
Amends the School Code. Provides that certain provisions concerning the recomputation and adjustment of a school district claim for general State aid or evidence-based funding shall end with Fiscal Year 2026. Provides that when a child from an orphanage, foster family home, other State agency, children's home, or State residential unit eligible for special education services is placed in a separate public day school, that school shall meet the programmatic requirements and regulations for separate public day schools. Provides that any funds appropriated for the Illinois Teaching Excellence Program must be used, among other purposes, for indirect costs necessary for Program operation. Provides that an annual retention bonus of up to $4,000 (rather than $4,000) per year for 2 consecutive years shall be awarded to National Board certified teachers employed in hard-to-staff schools and such funds must be disbursed equally on an annual basis among all qualified educators (rather than on a first-come, first-served basis). Makes other changes. Effective immediately.
Amends the Know Before You Owe Private Education Loan Act. Provides that the annual report to the Department of Financial and Professional Regulation and the Student Loan Ombudsman shall include the total number and dollar amount (instead of the volume) of private education loans made annually by a private educational lender, the total number and dollar amount (instead of the volume) of private education loans made annually at institutions of higher education, the total number and dollar amount of private education loans made annually with a cosigner, and the default rate for the private education loans reported by the private educational lender pursuant to specified provisions for the previous reporting period. Effective immediately.
Amends the College Campus Press Act. Defines "public media produced at a State-sponsored institution of higher learning". Provides that all public media produced at a State-sponsored institution of higher learning is a public forum for expression by the employees producing the media at the institution of higher learning. Provides that public media produced at a State-sponsored institution of higher learning is not subject to prior review by public officials of the State-sponsored institution of higher learning. Allows an employee or agent of an entity creating or distributing public media produced at a State-sponsored institution of higher learning to commence a civil action to obtain appropriate injunctive and declaratory relief as determined by a court for violation of the Act by such State-sponsored institution of higher learning. Provides that expression made by an employee or agent of an entity creating or distributing public media produced at a State-sponsored institution of higher learning is neither expression of campus policy nor speech attributable to a State-sponsored institution of higher learning. Provides that a State-sponsored institution of higher learning is immune from any lawsuit arising from expression actually made in public media produced at a State-sponsored institution of higher learning. Makes other changes.
Amends the Illinois Controlled Substances Act. Makes structural and other changes to the list of controlled substances. Adds xylazine as a Class III controlled substance. Defines "isomer". Effective January 1, 2026.
Amends the Illinois Vehicle Code. Allows a State entity to prohibit the use of low-speed electric bicycles or a specific class of low-speed electric bicycles on any bicycle path the State entity has jurisdiction over.
Amends the Workforce Development through Charitable Loan Repayment Act. Changes the definition of "qualified community foundation" to mean a community foundation or similar publicly supported organization that is organized or operating in the State and that (i) for applications submitted before July 1, 2025, substantially complies with the national standards for U.S. community foundations established by the Community Foundations National Standards, (ii) for applications or renewals submitted on or after July 1, 2025 and before July 1, 2026, has received or applied for the Community Foundations National Standards accreditation seal, or (iii) for applications or renewals submitted on or after July 1, 2026, has received the Community Foundations National Standards accreditation seal. Effective immediately.
