Imposes a $20 per guest tax on users of transient accommodations for the purposes of funding conservation efforts.

Requires a supplemental environmental assessment or supplemental environmental impact statement after the passage of 15 years from the date of the determination of a finding of no significant impact or the acceptance of the statement, if the proposed action is not implemented. Exempts actions involving a renewable energy project from this requirement.
Lowers the threshold blood alcohol concentration for the offense of operating a vehicle while under the influence of an intoxicant.
Increases the cigarette excise tax imposed on each cigarette sold in the State and allocates the increase in tax revenues to a cigarette litter abatement special fund. Provides that the cigarette litter abatement special fund shall be used to cover the costs of collecting and removing cigarette litter and providing outreach and education to curb improper cigarette litter disposal. Appropriates funds.
Establishes an offense of knowingly capturing, entangling, or killing a shark in state marine waters, and provides penalties and fines. Provides certain exemptions.
Includes the line of voters at a voter service center, place of deposit, or its appurtenances in the prohibition of campaign related activities taking place within the 200-foot perimeter surrounding voter service centers, place of deposits, and appurtenances.
Prohibits blood banks operating in the State from rejecting or deferring blood donors on the basis of sexual orientation, actual gender identity, or perceived gender identity.
Removes marijuana from schedule I of the uniform controlled substances act and reclassifies it as a schedule V drug. Increases the amount that qualifies as a violation of promoting a detrimental drug in the third degree from three grams to ten grams.
Requires original equipment manufacturers of digital electronic equipment to make documentation, parts, and tools available to independent repair providers and owners for the purposes of diagnosis, maintenance, and repair on fair and reasonable terms.
Requires the use of the public utilities commission's universal service fund to provide free telecommunications access to information for individuals with print disabilities.
