Extends the time for the marijuana evaluation task force to submit its report to the legislature. Extends the marijuana evaluation task force dissolution date. Requires the marijuana evaluation task force to also examine potential economic benefits of decriminalizing marijuana use.
Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within the sea level rise exposure area, as designated by the Hawaii climate change mitigation and adaptation commission or its successor.
Exempts expenditures for meals or beverages with a total value of under $25 from reporting requirements when provided to a public official at an informational meeting or presentation or goodwill event with non-lobbyists.
Establishes environmental impacts fees for commercial ocean recreation vessels. Increases the rental motor vehicle and tour vehicle surcharge tax and directs moneys from the tax to the Hawaii statewide trail and access program, Na Ala Hele. Increases the aircraft operator registration fee and directs moneys from the fee to the special land and development fund for, among other things, the protection, preservation, maintenance, and enhancement of natural resources.
Clarifies that when trespass involves public land, all law enforcement officers shall enforce trespass laws, without regard to whether the land is owned by the State or by a county.
Requires the Hawaii medical board to establish standards for health care providers to ensure that a patient's consent to treatment is an informed consent. Requires that informed consent for a proposed medical or surgical treatment or a diagnostic or therapeutic procedure be obtained prior to the day of that treatment or procedure. Specifies that if the treatment or procedure is to occur on the same day it is scheduled, the informed consent shall be obtained at the time the decision is made to schedule that treatment or procedure.
Requires each executive department to identify departmental facilities that may be vulnerable to flooding and other impacts of sea level rise and assess options for mitigating the effects of sea level rise on those facilities.
Authorizes a county with a pre-existing surcharge to continue the surcharge after December 31, 2030 at a lower rate of one-fourth per cent. Authorizes counties that have not adopted a surcharge ordinance on state tax to adopt a surcharge ordinance at the current rate of one-half of one per cent through December 31, 2030 and at a rate of one-fourth of one per cent after December 31, 2030. Amends restrictions on the use of surcharge revenues to more than capital costs for counties with a population greater than five hundred thousand.
Adopts the Interstate Compact to Phase Out Corporate Welfare.
Requires at least one hundred thousand housing units be developed near the rail station nearest to the aloha stadium. Requires a minimum of eighty per cent of those housing units to be priced as affordable.
