Prohibits minimum off-street parking requirements for new developments or redevelopment projects located in transit-oriented development infrastructure improvement program areas. Effective 4/19/2042. (SD1)
Requires the Department of Education to hire a new contractor or contractors with the Governor's approval if a contractor under a student transportation contract fails to provide service on a contracted route for five or more consecutive instructional days. Requires the DOE to assess a penalty if a contractor fails to provide service on a contracted route without an approved justification. Specifies that the assessed penalties be deposited into the School Bus Fare Revolving Fund. Beginning 7/1/2026, requires all requests for proposals issued and contracts executed by the DOE for student transportation services to specifically reference certain new provisions. Authorizes the use of the School Bus Fare Revolving Fund to offset costs associated with procuring replacement services. Requires quarterly reports to the Legislature. (SD1)
Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds a definition of "green infrastructure". Requires the Office of Planning and Sustainable Development to submit a report to the Legislature making recommendations for implementing green infrastructure objectives, policies, and priority guidelines.
Requires that state and county firefighters exempt from commercial driver licensure be subject to an alcohol and substance abuse policy for employees that is equivalent to, or exceeds the provisions of, the safety and health standards established by the United States Department of Transportation for holders of commercial driver's licenses.
Authorizes the Department of Transportation to designate airport special district zones within airports statewide. Adds a new HRS section to help prevent unauthorized access and enhance security. (SD1)
Authorizes the issuance of $15 million in general obligation bonds to finance the planning, design, and construction of a 50,000 square foot aerospace hangar and related facilities at Hilo international airport. Requires matching contributions from the federal government and private sector. Directs appropriation to be expended by the Department of Transportation. Requires a report to the Legislature. Establishes a Hawaii Interisland Air Service Stability and Transformation Program to be administered by the Department of Taxation. Requires a covered interisland air service operator to issue an equity interest to the State as a condition of participation in the Hawaii Interisland Air Service Stability and Transformation Program. Establishes the Interisland Air Service Stability and Transformation Tax Credit. Sunsets 6/30/2036. (SD1)

Requires the Department of Transportation to establish a Clean Vehicle Rebate Program to provide rebates for the purchase or lease of certain new and used zero-emission vehicles and plug-in hybrid electric vehicles. Establishes the Clean Vehicle Special Fund. Requires an annual report to the Legislature. Appropriates funds. Effective 1/1/2027. (SD1)
Allows an all-terrain vehicle or utility terrain vehicle to drive in the evening and night if they are equipped with headlights, taillights, turn signals, and brake lights, and while displaying a slow moving vehicle emblem. Allows drivers of all-terrain vehicles and utility vehicles to wear a safety helmet with a securely fastened chin strap, rather than require. Includes in the definition of "utility-terrain vehicle" a motor vehicle that accommodates one driver and one passenger sitting side-by-side, and up to six people in seat belts. Includes "all-terrain vehicle" and "utility terrain vehicle" in the definition of "motor vehicle" under the State's motor vehicle insurance law. (SD1)
