Prohibits minimum off-street parking requirements for new developments or redevelopment projects located in transit-oriented development infrastructure improvement program areas. Effective 4/19/2042. (SD1)
Requires the Department of Education to hire a new contractor or contractors with the Governor's approval if a contractor under a student transportation contract fails to provide service on a contracted route for five or more consecutive instructional days. Requires the DOE to assess a penalty if a contractor fails to provide service on a contracted route without an approved justification. Specifies that the assessed penalties be deposited into the School Bus Fare Revolving Fund. Beginning 7/1/2026, requires all requests for proposals issued and contracts executed by the DOE for student transportation services to specifically reference certain new provisions. Authorizes the use of the School Bus Fare Revolving Fund to offset costs associated with procuring replacement services. Requires quarterly reports to the Legislature. (SD1)
Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds a definition of "green infrastructure". Requires the Office of Planning and Sustainable Development to submit a report to the Legislature making recommendations for implementing green infrastructure objectives, policies, and priority guidelines.
Authorizes the issuance of $15 million in general obligation bonds to finance the planning, design, and construction of a 50,000 square foot aerospace hangar and related facilities at Hilo international airport. Requires matching contributions from the federal government and private sector. Directs appropriation to be expended by the Department of Transportation. Requires a report to the Legislature. Amends the administrative process at the Administrative Driver's License Revocation Office. Establishes a tiered administration revocation period of a driver's license for those arrested for operating a vehicle under the influence of an intoxicant. Effective 7/1/3000. (HD1)
Amends the transfer of funds for central service expenses from the State Highway Fund, Airport Revenue Fund, and Harbor Special Fund. Effective 7/1/3000. (HD1)
Requires each motor vehicle insurance policy to cover the replacement cost of a child passenger restraint system that was damaged or in use by a child during a motor vehicle accident for which liability coverage under the policy is applicable. Effective 7/1/3000. (HD1)
Requires the Department of Land and Natural Resources to include line-item funding for maintenance dredging at state small boat harbor facilities in its annual budget request. Appropriates funds to the Department of Land and Natural Resources to conduct maintenance dredging at state small boat harbors, boat launch ramp facilities, and waterways. Effective 7/1/3000. (HD1)
