Restructures the conveyance tax to a marginal rate system for the sale of properties with residential use, adjusts the tax for multifamily properties to reflect value on a per-unit basis, and applies a cost-of-living adjustment to conveyance tax rates. Establishes the Transit-Oriented Development Infrastructure Subaccount within the Dwelling Unit Revolving Fund. Allocates a portion of conveyance tax collections to the Transit-Oriented Development Infrastructure Subaccount and Hawaiian Home Lands Infrastructure and Housing Special Fund. Requires the Department of Transportation to assess a per passenger head fee against cruise ships docking in the State's commercial harbors in addition to existing port user fees. Prohibits a person from operating a moped or electric motorcycle in certain areas designated for bicycles. Renames the Electric Bicycle and Electric Moped Rebate Program to the Electric Mobility Device Rebate Program. Expands eligibility for the rebate program and amends the maximum rebate amounts. Reduces the deadline to submit an application to six months from the date of purchase. Requires applicants who are enrolled in a school, community college, or university to demonstrate a financial need to be eligible for an additional assistance rebate. Exempts certain class 3 electric bicycles from registration requirements. Establishes a cap for the Electric Mobility Device subaccount and requirements for transferring funds into the subaccount. Amends the age requirement for required helmet use from 16 to 18 years of age. Prohibits a person under the age of fifteen from operating a class 3 electric bicycle. Establishes rules for electric bicycle operation. Allows use of electric bicycles on public sidewalks, subject to certain conditions. Prohibits individuals under 18 years of age from operating an electric motorcycle or motor-driven cycle. Changes the term "motor scooter" to "motor-driven vehicle". Requires, when planning and managing state highways, in certain areas to be determined by certain national standards. Establishes requirements for the State Highway Safety and Modernization Council. Authorizes the State Highway Safety and Modernization Council to select potential areas for the Department of Transportation to install additional photo red light imaging detector systems. Prohibits any vehicles from blocking marked crosswalks. Authorizes the Department of Transportation to implement additional automated speed enforcement systems in school zones as designated by the Safe Routes to School Advisory Committee. Requires annual reports. Requires the Department of Transportation to collaborate with the Judiciary before any expansion of the photo red light imaging detector and automated speed enforcement systems. Appropriates funds. Establishes a three-year Pedestrian Safety Pilot Program in a county with population of two hundred fifty thousand or less, under certain conditions. Authorizes the Governor to revoke and abolish the Pilot Program and overturn a county's request to opt-out of the Pilot Program. Authorizes a county with a population of over two hundred fifty thousand to participate in the Pilot Program, subject to certain conditions. Requires reports to the Legislature. Requires a driver of a vehicle to yield to a pedestrian when the pedestrian clearly indicates their intention to cross a roadway within a crosswalk. Sunsets 6/30/2028. Effective 7/1/3000. (HD2)
Increases penalties for a third or subsequent offense within five years of excessive speeding to a misdemeanor. Increases penalties for a second offense within five years of excessive speeding. Authorizes the court, as part of the person's sentencing for the third or subsequent offense, to order that the vehicle used by the person in the commission of the offense be subject to forfeiture. Requires individuals convicted of excessive speeding to be subject to identification processing procedures. Effective 7/1/3000. (SD2)
Allows authorized employees of the Department of Law Enforcement, in addition to county police departments, to perform certain actions in reviewing recorded images produced by automated speed enforcement systems. Appropriates funds from the State Highway Fund to the Department of Transportation to establish and implement the Automated Speed Enforcement Systems Program. Effective 7/1/3000. (SD1)
Authorizes the Department of Transportation to evaluate an intersection for the installation of a leading pedestrian interval and accessible pedestrian signal upon the first placement or replacement of a state-owned pedestrian signal head. Requires and authorizes the Department of Transportation to evaluate a certain number of existing intersections with pedestrian signal heads on an annual basis until each intersection with a pedestrian signal head showing a pedestrian crash within the last 5 years has been evaluated. Ensures that accessible pedestrian signals are installed at intersections where leading pedestrian intervals are already installed. Requires that additional safety improvements are implemented as necessary where leading pedestrian intervals and accessible pedestrian signals are installed. Requires the Department of Transportation, in coordination with the counties, to develop a program that allows pedestrians and community members to request the installation of accessible pedestrian signals at specific intersections. PART I: Requires motor vehicles to have front number plate mounting brackets or devices and for sellers, licensed dealers, or owners to securely affix number plates to the vehicles. PART II: Amends the Traffic Code relating to street racing. PART III: Expands the Automated Speed Enforcement Systems Program to high-risk locations of state or county highways as determined by the Department of Transportation, under certain conditions. Appropriates moneys. PART IV: Authorizes the installation of a school bus infraction detection system on the exterior of a school bus. Establishes strict liability and the process for issuing summons or citations for drivers shown by the system to be in violation of certain school bus laws. Clarifies the liability of drivers near a school bus that is actively monitored by a school bus infraction detection system. Appropriates moneys. PART V: Specifies that the Department of Transportation's Motor Vehicle Safety Office shall administer the Photo Red Light Imaging Detector Systems Program Special Fund and Automated Speed Enforcement Systems Program Special Fund. PART VI: Clarifies language relating to photo red light enforcement, automated speed enforcement, and penalty provisions. PART VII: Requires the Director of Transportation to adopt rules allowing for mobile vehicle safety inspections of passenger cars.
