Establishes the class C felony offense of criminal property damage to critical infrastructure facilities. Expands the term "critical infrastructure" to include broadband, wireless, and cable networks. Effective 7/1/3000. (HD1)
Requires health care providers using artificial intelligence (AI) in patient interactions to disclose to the patient that the patient is interacting with artificial intelligence. Requires health care providers using AI in making consequential decisions relating to the patient to provide certain notice and statements to the patient; maintain a qualified AI oversight personnel who shall be a natural person that reviews, evaluates, and validates or overrides AI outputs; monitor and conduct regular performance evaluations of their AI systems; implement procedures to address identified deficiencies; and maintain certain records. Requires the Department of Health to adopt rules. Implementation effective 7/1/2028. Effective 1/30/2050. (SD1)
Prohibits certain harmful uses of realistic digital imitations generated by artificial intelligence (AI). Establishes certain exemptions. Provides for civil actions and civil remedies for individuals injured by unauthorized AI-generated realistic digital imitations. (CD1)
Requires the Department of Commerce and Consumer Affairs to adopt rules establishing privacy requirements for direct-to-consumer genetic testing in the State. Requires the Department's rules to specify whether consumers' genetic information may be used for purposes of investigative genetic genealogy.
Establishes that it is an unlawful discriminatory practice for public accommodations to deny a person with a disability full and equal enjoyment of information related to their services, facilities, privileges, advantages, or accommodations using information and communication technology intended for use by the general public as applicants, participants, customers, clients, or visitors.

Subjects hosts of digital financial asset transaction kiosks to civil penalties for acts of fraud committed through the use of the digital financial asset transaction kiosk located on the host's premises. Applies to contracts to host digital financial asset transaction kiosks that are entered into on or after the effective date of this Act. Beginning 7/1/2027, applies to contracts to host digital financial asset transaction kiosks that are in effect as of the day before the effective date of this Act.
Requires the Hawaii Technology Development Corporation to establish the Small Business Innovation Research Matching Program. Requires the Hawaii Technology Development Corporation, in collaboration with the Department of Education, to establish a STEM education outreach program. Requires and appropriates funds for the Hawaii Technology Development Corporation to develop an economic diversification strategic plan. Appropriates funds for economic diversification and defense ecosystem development.
Designates pricing practices based on surveillance data as unfair or deceptive acts or practices and unfair methods of competition in the conduct of any trade or commerce.
Requires the Hawaii Technology Development Corporation to prioritize funding for certain Hawaii-based businesses. Appropriates funds to assist in the development and promotion of Hawaii-manufactured products through the INNOVATE Hawaii program. Requires reports to the Legislature. Effective 7/1/3000. (SD1)
Expands the allowable uses of Hawaii Technology Development Corporation grant funds to include providing grants to any business that applies for a federal research and development grant or receives a federal research and development award or contract that requires non-federal funding match, with certain exceptions.
