Establishes and appropriates funds for a 2-year Intensive Mobile Team Pilot Program in the Department of Health to provide intensive mobile treatment-type services to chronically houseless individuals suffering from serious brain disorders, including schizophrenia and schizoaffective disorder. Prohibits minimum off-street parking requirements for new developments or redevelopment projects located in transit-oriented development infrastructure improvement program areas. Effective 4/19/2042. (SD1)
Except for Important Agricultural Lands, requires the Land Use Commission to reclassify lands that are designated for urban growth under a county general plan or county development plan as being in the urban district at the request of the county, subject to certain conditions. Prohibits discrimination based on: (1) The perception that a person possesses certain characteristics; (2) The perception that a person is associated with a person who possesses, or is perceived to possess, certain characteristics; or (3) The intersection or combination of two or more specified characteristics in relation to a person.
This bill prohibits counties from requiring minimum parking spaces for certain developments starting July 1, 2027. The law applies to local governments that currently enforce parking mandates for new construction projects. The restriction remains in effect until July 1, 3000, giving it a very long-term duration. The measure aims to give developers more flexibility in designing parking solutions without being forced to meet specific minimum requirements.
Makes the Dwelling Unit Revolving Fund Equity Pilot Program permanent. Allows partial or full repayment of Dwelling Unit Revolving Fund interim loans in the form of unit equity through the Dwelling Unit Revolving Fund Equity Program.
Requires a county conditional use permit for clean and sober homes with 5 or more residents. Requires registration of all clean and sober homes on registry maintained by the Department of Health. Requires DOH to conduct unannounced inspections of clean and sober homes on at least an annual basis.
Requires leases used in the conveyance of available lands as defined by section 203 of the Hawaiian Homes Commission Act, as amended, to conform to the requirements for securitization by federally insured lending programs.
