Beginning 1/1/2027, requires the payment of an Agricultural Land Conversion Fee by the buyer or lessee in a transaction for any agricultural land that will be converted from agricultural production for certain purposes. Establishes the Agricultural Land Conversion Fee Fund to, among other things, support the Health Soils Program. Requires all state lands used in the commercial production of agricultural commodities, including any lands under lease agreements with the Department of Agriculture and Biosecurity, to use an established metric to advance the adoption of conservation practices.
Requires the Office of Sustainable Development to establish a Hawaii Climate Adaptation and Resilience Plan. Requires a report to the Legislature. Establishes positions. Appropriates funds.

Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, transit projects, and other areas in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds definition of "green infrastructure". Requires the Office of Planning and Sustainable Development, in partnership with the Greenhouse Gas Sequestration Task Force, to submit a report to the Legislature making recommendations for implementing the green infrastructure objectives, policies, and priority guidelines. Establishes full-time equivalent ( .0 FTE) policy analyst positions within the Office of Planning and Sustainable Development. Appropriates funds.
Establishes an executive committee and amends the membership and duties of the Hawaii Climate Change Mitigation and Adaptation Commission (Commission). Requires each member agency of the Commission to implement its own actions to address certain strategies and goals established by the Commission. Establishes reporting and review requirements for member agencies relating to climate change mitigation and adaptation efforts and clean economy targets. Updates reporting requirements for the Sea Level Rise Vulnerability and Adaptation reports. Allows the Commission to enter into certain procurement contracts. Updates the zero emissions clean economy target.
Establishes a Green Fee Special Fund to receive an allocation of green fee revenues. Establishes various special funds to receive allocations of green fee revenues. Requires the Governor to request, through a bill separate from the budget or supplemental budget, an amount that approximates green fee revenues subtracted from the amounts allocated to the various funds to be expended for certain climate change and tourism destination management projects. Modifies and improves the effectiveness of the renewable portfolio standards law, which stipulates the central role of Hawaii's electric utility companies in complying with the State's renewable energy and climate goals to address emerging trends.
Appropriates moneys to the Department of Land and Natural Resources for the establishment of full-time equivalent permanent Makai Watch Coordinator positions. Effective 7/1/2050. (SD1)
