Establishes a state goal to strengthen nature-based carbon emissions reduction solutions. Directs certain state agencies to identify opportunities for investing in nature-based solutions that reduce carbon emissions. Authorizes the Department of Land and Natural Resources to develop methodologies to quantify carbon emissions reductions through marine ecosystem restoration and nature-based solutions. Requires owners or operators of waste combustion facilities to develop a plan to implement continuous monitoring and sampling technologies at each combustion unit to monitor and sample for certain air contaminants. Requires a publicly available website hosted by the Department of Health to track and display the data collected on the air contaminants. Requires the Department of Health to adjust permit limits for air contaminants based on the data collected. Requires annual reports to the Legislature.

Amends the leadership, membership, powers, and duties of the Hawaii Climate Change Mitigation and Adaptation Commission. Establishes the powers and duties of the Climate Change Mitigation and Adaptation Commission Coordinator. Beginning after 12/31/2026, requires all department and agency plans and decisions to consider recommendations made by the Commission and Coordinator.
