Requires the Department of Labor and Industrial Relations to establish and administer the Construction Worker COVID-19 Hazard Pay Program. Appropriates funds to pay eligible construction workers a one-time payment in recognition for essential labor performed during the COVID-19 pandemic. Sunsets 6/30/2031.
Establishes a paid family leave program for state and county employees. Authorizes a qualifying employee to take up to 12 weeks of paid leave for the birth or placement of a child or to care for a family member who has a serious health condition. Requires the employee to agree to subsequently work for the employer for at least 12 weeks upon return to service except under certain conditions. Effective 1/1/2026.
Requires the Department of Agriculture to conduct a study on agricultural markets for Hawaii farmers. Appropriates funds for the one-year study on agricultural markets for Hawaii farmers. Establishes and funds two full-time equivalent (2.0 FTE) positions to collect agricultural data and conduct data analysis for public consumption. Requires a report to the Legislature. Requires the Department of Education to assign school resource officers to department public schools and charter schools. Encourages the employment of qualified retirees from the local police departments and department of law enforcement. Appropriates funds for these positions.
Establishes a two-year pilot program that, beginning with the 2025-2026 school year, requires the Department of Education to provide free school lunch to all students enrolled at a department school. Requires reports to the Legislature. Appropriates funds. Repeals on 6/30/2027.
