Protect American Election Administration Act of 2022 This bill generally prohibits a state from soliciting, receiving, or expending any payment or donation of funds, property, or personal services from a private entity for the purpose of administering a federal election. For example, the bill prohibits the use of these payments or donations for programs related to voter education, outreach, and registration. The prohibition shall not apply to a state's acceptance and use of a private entity's donation of space to be used for a polling place or an early voting site.

This resolution urges the government of Argentina to bring the perpetrators of the March 17, 1992, terrorist attack on the Embassy of Israel in Buenos Aires to justice (in 1999 the Supreme Court of Argentina found that the transnational terrorist organization Hezbollah was responsible for the attack). The resolution commends the Argentinian government for designating Hezbollah as a terrorist organization and urges other U.S. allies and partners in Latin America and the Caribbean to do the same. The resolution urges these allies and partners to condemn and counter regional governments in the hemisphere that aid and abet Iran and Hezbollah. The resolution also commends the Argentinian government for adopting the International Holocaust Remembrance Alliance working definition of antisemitism and encourages other partners and allies to do the same. Finally, the resolution commends the Secretary General of the Organization of American States for appointing a Commissioner to Monitor and Combat Anti-Semitism in the Western Hemisphere.

Energy Freedom Act This bill establishes requirements to provide for domestic energy production, including by limiting delays on oil, gas, or coal development; requiring a minimum number of annual sales of leases on federal lands and waters for oil and gas development; requiring sales of leases of federal land for wind, solar, and geothermal development; allowing the Department of the Interior to grant licenses for the exploration and mining of hardrock minerals on the Outer Continental Shelf.

LIHTC Financing Enabling Long-term Investment in Neighborhood Excellence Act or the LIFELINE Act This bill permits states, territories, or tribal governments to use State and Local Fiscal Recovery Funds to finance qualified low-income housing projects (i.e., projects for residential rental property meeting certain income tests) with loans obligated by December 31, 2024, and having maturities of 30 or more years.

Access to Prescription Digital Therapeutics Act of 2022 This bill provides for Medicare and Medicaid coverage of prescription digital therapeutics (i.e., software applications that are used to prevent, manage, or treat medical conditions). The Centers for Medicare & Medicaid Services must establish a Medicare payment methodology for payments to manufacturers that takes into account certain factors (e.g., ongoing use); manufacturers must report specified information about private payors, subject to civil penalties.

Small Business Taxpayer Bill of Rights Act of 2022 This bill modifies various tax enforcement procedures and requirements that affect small businesses and other taxpayers. The bill modifies requirements regarding awarding costs and fees to small businesses for administrative and court proceedings, the amounts of damages and penalties that are allowed for violating various tax laws, dispute resolution and appeal procedures, enforcing liens against principal residences, terminating Internal Revenue Service (IRS) employees for misconduct, reviews by the Department of the Treasury Inspector General for Tax Administration, and the release of an IRS levy due to economic hardship for business taxpayers. The bill also allows a tax deduction for a portion of a taxpayer's expenses for certain audits, prohibits ex parte communications between officers in the IRS Independent Office of Appeals and other IRS employees with respect to matters pending before the officers, establishes a 10-year term for the National Taxpayer Advocate, and repeals the requirement to submit a partial payment with an offer-in-compromise to settle a tax liability.

Emergency Relief from Duties Act This bill provides for a temporary waiver of countervailing and antidumping duties relating to fertilizer or fertilizer ingredients in emergency situations. Specifically, a covered party (e.g., a manufacturer, trade association, or other interested party) may petition the U.S. International Trade Commission (USITC) to waive countervailing or antidumping duties assessed for fertilizer or fertilizer ingredients (or renew such a waiver) in emergency situations that limit the production or supply of fertilizer or fertilizer ingredients. The bill requires the USITC to (1) allow the public to submit comments on any petition for a waiver or renewal; and (2) issue, within 30 days after the close of the public comment period, a final decision concerning the waiver or renewal. Any waiver or renewal shall be for a period of one year.

Pandemic Cessation Act This bill automatically terminates the COVID-19 public health emergency declared on January 31, 2020, when the Food and Drug Administration approves a new drug (or authorizes the emergency use of a drug) to treat COVID-19.

Firearm Industry Non-Discrimination Act or the FIND Act This bill prohibits the federal government from entering into contracts with an entity that discriminates against firearm trade associations or businesses that deal in firearms, ammunition, or related products. Specifically, the bill requires a federal agency to include in each contract for the procurement of goods or services awarded by the agency a clause requiring the prime contractor to certify that it (1) has no policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association; and (2) will not adopt a policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association during the term of the contract. The bill establishes (1) a similar requirement with respect to subcontracts, and (2) penalties for violations. The bill makes such prohibition inapplicable to a contract for the procurement of goods or services that is a sole-source contract.

American Ammo in Defense of Ukraine Act This bill authorizes the President to waive certain payments and requirements for deliveries of ammunition to Ukraine until the armed conflict in Ukraine ends. Specifically, for certain types of ammunition or ordnance to be delivered to a qualified entity providing such items to Ukraine, the President may transport the items without charging the transportation costs to Ukraine. The President may also, to expedite delivery of such items, waive any applicable Department of State or Department of Commerce export criteria.
