Pregnant Students' Rights Act This bill requires a public institution of higher education (IHE) that participates in federal student-aid programs to provide information to admitted and enrolled students on the rights and resources for students who are pregnant or may become pregnant. These rights and resources must exclude abortion services. Additionally, the IHE must establish a protocol to meet with students who believe they were discriminated against based on pregnancy. The IHE must also provide pregnancy-related questions to enrolled students and annually submit compiled responses to the Department of Education.
Securing American Energy and Investing in Resiliency Act This bill requires the Department of the Interior to conduct certain sales of oil and gas leases on the Outer Continental Shelf by a specified deadline.
Protecting o ur Pharmaceutical Supply Chain from China Act of 2022 This bill requires the federal government to maintain a registry of certain foreign-sourced drugs, prohibits federal health care programs from purchasing drugs containing ingredients manufactured in China, requires drugs to be labeled for country of origin, and offers domestic manufacturing facility tax incentives. The Food and Drug Administration shall maintain (1) a list of foreign-sourced drugs and active ingredients that are critical for consumer health and safety, and (2) another list identifying such drugs that are produced exclusively in China or use ingredients produced in China. The bill phases in a restriction on federal health care programs purchasing drugs with active ingredients manufactured in China. By January 1, 2024, such programs may not purchase a drug with any active ingredients from China. The Department of Health and Human Services may issue a waiver for an agency or program that is unable to meet this requirement, but no waiver may apply to drugs purchased in or after 2026. Each drug must have labeling listing the country of origin of each active ingredient, and a drug without this labeling shall be deemed misbranded. The bill allows 100% tax expensing for qualified pharmaceutical and medical device manufacturing property placed in service between 2020 and 2026.
This joint resolution nullifies the rule titled Patient Protection and Affordable Care Act; Updating Payment Parameters, Section 1332 Waiver Implementing Regulations, and Improving Health Insurance Markets for 2022 and Beyond , which was issued by the Centers for Medicare & Medicaid Services and the Department of the Treasury on September 27, 2021. The rule expands the open enrollment period for individual health coverage and rescinds the previous interpretation of certain requirements relating to Section 1332 waivers (also known as State Innovation Waivers or State Relief and Empowerment Waivers).
COI Elimination Act This bill limits U.S. contributions to the United Nations pertaining to the U.N. Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel. Current law imposes a cap on the annual U.S. contribution to the U.N. budget. The bill lowers that cap by 25% of the amount budgeted for the commission. The bill also states that it shall be U.S. policy to seek the abolition of the commission and combat systemic anti-Israel bias in international bodies.
Freedom from Russian Energy Enterprise and Domestic Oil Maximization Act or the FREEDOM Act This bill directs the President to prohibit imports of crude oil, petroleum, petroleum products, and liquified natural gas from Russia. It also (1) authorizes the construction and operation of the TransCanada Keystone Pipeline to import oil from Canada into the United States, and (2) nullifies the Executive Order titled Tackling the Climate Crisis at Home and Abroad and signed January 27, 2021.
Stop China's Financing of Russia's Invasion Act This bill requires additional tariffs on certain Chinese goods if China increases its importation of wheat and barley from Russia. Specifically, the bill requires the U.S. Trade Representative (USTR) to certify to the President whether China has increased the volume of wheat and barley imported from Russia relative to the volume imported on February 1, 2022. Upon an affirmative confirmation and until certain requirements are met, the President must impose an additional tariff of 20% on Chinese products that are classified under section I, II, or III of the Harmonized Tariff Schedule (which includes, among others, animal and vegetable products). Additionally, the bill directs the USTR to take certain actions, including to consider steps to suspend Russia's participation in the World Trade Organization.
Terminating Securities from Putin Act of 2022 or the TSP Act of 2022 This bill limits the investments of funds under the Thrift Savings Plan (TSP). Specifically, it prohibits TSP funds, including funds that are accessible through the TSP mutual fund window, from investing in any entity that is based in Russia. The bill also prohibits funds that are accessible through the TSP mutual fund window from investing in any subsidiary of such an entity.
Removing Arms from Terrorists Through Sanctions Act This bill provides statutory authority for a September 21, 2020, executive order imposing sanctions pertaining to Iran's activities relating to arms and related materiel, including transfers of such arms and materiel.
