Protecting Access to Credit for Small Businesses Act This bill prohibits the Small Business Administration from directly making a loan under the 7(a) Program, which authorizes loans and loan guaranties to small businesses that meet certain requirements.
Congressional Review of Agency Legal Settlements Act of 2021 This bill requires federal agencies to submit certain settlement agreements to Congress and allows Congress to disapprove of such agreements. The bill applies to proposed voluntary compromise settlements that include (1) a financial award paid by an agency that is more than $10 million aggregated across all similarly situated cases or legal claims against the agency, or (2) an agreement to modify or alter an agency rule. Before an agency may enter into such an agreement, the agency must submit to Congress a report that includes specified information, such as the terms and class of claimants covered by the agreement. The bill (1) specifies the effect of passage of a joint resolution of disapproval related to such an agreement, and (2) provides for an expedited procedure for such resolutions.
This joint resolution nullifies a Department of Labor emergency temporary standard for preventing the transmission of COVID-19 in employment settings. Under the standard issued on November 5, 2021, employers with 100 or more employees must require their onsite employees to either be fully vaccinated against COVID-19 or undergo weekly COVID-19 testing.
No Congressionally Obligated Recurring Revenue Used as Pensions To Incarcerated Officials Now Act or the No CORRUPTION Act This bill makes a Member of Congress who has been convicted of a crime related to public corruption ineligible to receive retirement payments pursuant to the Civil Service Retirement System or the Federal Employees' Retirement System based on service as a Member. Under current law, a Member must forgo receipt of these payments only after a final conviction (i.e., after the exhaustion of all appeals under the judicial process).
This resolution applauds the actions of the Women's Tennis Association to seek the security and safety of Peng Shuai, and hold the Communist Party of China (CPC) accountable for its authoritarian censorship of Peng. The resolution condemns the International Olympic Committee for cooperating in the CPC's suppression of Peng. The resolution condemns the CPC's violation of Peng's basic human rights to freedom of speech and movement. Finally, the resolution demands that the CPC prove that Peng is free from censorship, coercion, and intimidation; and fully investigate Peng's sexual assault allegation against former Vice Premier Zhang Gaoli.

Protecting the American Taxpayer and Medicare Act This bill makes several budgetary and technical changes, particularly in relation to Medicare. Specifically, the bill continues to exempt Medicare from sequestration until March 31, 2022. (Sequestration is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.) Additionally, the bill (1) temporarily extends other provisions under Medicare, including a payment increase under the physician fee schedule; and (2) requires any debits recorded for FY2022 on the statutory pay-as-you-go (PAYGO) scorecards to be deducted from the scorecards for 2022 and added to the scorecards for 2023.
Taylor Force Martyr Payment Prevention Act of 2021 This bill expands the institutional factors the Department of the Treasury must consider when making a finding that a foreign financial institution is of primary money laundering concern and is therefore subject to special measures, including the prohibition of opening or maintaining correspondent accounts in U.S financial institutions. Specifically, Treasury must consider (1) the extent to which an institution knowingly provides financial services to Hamas, or to an agent of Hamas; and (2) the extent to which an institution, transaction, or type of account is used to facilitate or promote payments for certain acts of terrorism against U.S. and Israeli citizens.
Taiwan Preclearance Act This bill requires the Department of Homeland Security to report to Congress on various issues, including (1) a plan for establishing a U.S. Customs and Border Protection preclearance facility in the Indo-Pacific region, (2) an analysis of the feasibility and advisability of establishing a preclearance facility in Taiwan, and (3) an assessment of the impact that a preclearance facility will have on trade and tourism between Taiwan and the United States. (Preclearance facilities are stations in designated foreign airports that inspect travelers prior to boarding U.S.-bound flights.)
Protect American Taxpayer Dollars from Illegal Immigration Act This bill prohibits expending federal funds for legal settlements to individuals who violated certain laws relating to the proper time and place to enter the United States, if the settlement pertains to claims based on the lawful detention of such an individual as part of a family unit after the individual's entry into the United States at the southern border after January 20, 2017.
