Restoring Brand USA Act This bill requires the Department of the Treasury to make $250 million available (out of unobligated balances remaining from certain fees collected by Treasury) for the Corporation for Travel Promotion, also known as Brand USA.
Fly Safe and Healthy Act of 2021 This bill directs the Transportation Security Administration (TSA) to establish a 180-day pilot program to conduct temperature checks for domestic and international passengers, individuals accompanying those passengers, crew members, and other individuals who pass through airport security screening locations at which screening is conducted by the TSA. In developing the pilot program, the TSA must address certain policies and procedures, including (1) types and costs of technology that may be used to conduct temperature checks, (2) mechanisms to protect the privacy and medical information of individuals subjected to temperature checks, and (3) exempting individuals who may have a fever unrelated to COVID-19. The pilot program must ensure airlines allow passengers who are prohibited from flying due to a fever or a secondary medical screening to reschedule, request a voucher, or cancel a flight at no cost. The TSA must design, test, and implement a passenger notification system for alerting passengers of temperature checks under the pilot program that includes (1) a message discouraging any individual who has a fever from traveling in air transportation; and (2) a notification that each passenger and any individual accompanying a passenger into the sterile area of the airport will undergo a temperature check, subject to a secondary medical screening, if the pilot program established under this bill is in effect in that airport.
Restoring Resilient Reefs Act of 2021 This bill addresses the conservation and sustainability of coral reef ecosystems. Among other things, the bill reauthorizes through FY2026 and revises various activities under the Coral Reef Conservation Program; requires the National Oceanic and Atmospheric Administration (NOAA) to establish standards for identifying individual coral reefs and ecologically significant units of coral reefs; directs NOAA to provide block grants to states to support state coral reef management and restoration; directs NOAA to designate two reef research coordination institutes to advance and sustain essential capabilities in coral reef research; provides statutory authority for the U.S. Coral Reef Task Force to lead, coordinate, and strengthen federal government actions to preserve, conserve, and restore coral reef ecosystems; authorizes the Department of the Interior to provide scientific expertise, technical assistance, and financial assistance for the conservation and restoration of coral reefs; and establishes a National Coral Reef Management Fellowship Program.
HUD Health and Safety Accountability Act This bill requires the Department of Housing and Urban Development (HUD) to make changes to policies and procedures applicable to HUD multifamily housing programs. For example, the bill requires management and occupancy reviews conducted by the Office of Multifamily Housing Programs to include specified graded factors. Additionally, the bill requires changes to (1) local code enforcement response, (2) HUD oversight of individual units that receive Section 8 housing assistance, (3) tenant surveys issued by performance-based contract administrators, and (4) the disclosure of program contact information to tenants.
Preventing Mandates on Toddlers Act This bill prohibits federal funds from being used to implement or enforce the Department of Health and Human Services' rule titled Vaccine and Mask Requirements To Mitigate the Spread of COVID-19 in Head Start Programs , published on November 30, 2021, or any substantially similar rule, regulation, or agency statement.
Global War on Terrorism Memorial Location Act This bill authorizes the establishment of a National Global War on Terrorism Memorial in the area of the National Mall.
Domain Reform for Unlawful Drug Sellers Act or the DRUGS Act This bill requires a website domain name registrar (or registry operator) to take down a domain name under the registrar's control upon receiving an eligible notification that the domain name is facilitating illegal online drug sales. Upon receiving an eligible notification, the registrar must lock the domain name within 24 hours and suspend the domain name within seven days. An eligible notification must come from a trusted notifier and include certain information, such as a summary of the alleged illegal activities and a statement that the evidence supporting the allegations is available to be shared with the registrar. The bill defines trusted notifiers as (1) certain government agencies, such as the Food and Drug Administration or the office of a state attorney general; and (2) qualifying private or nonprofit entities given such status by specified government agencies. The registrant of the affected domain name may appeal a lock or suspension by providing the trusted notifier with information to establish that the registrant's drug sales are legal, such as pharmacy licenses and the licensing information of the prescribing medical practitioners, if applicable. The trusted notifier must conduct a reasonable investigation and consider the information provided by the registrant. If the appeal is successful, the registrar must reverse the lock and suspension within 15 days. The domain name must remain locked and suspended while the appeal is pending.
Protecting Our Democracy by Preventing Foreign Citizens from Voting Act This bill prohibits federal funds from being made available to state or local governments that allow noncitizens to vote in federal, state, or local elections.
Protecting Guides and Outfitters from Coronavirus Vaccine Mandates in the Great Outdoors Act This bill prohibits the denying of certain permit applications for activities on federal lands and waters for reasons based on the coronavirus vaccination status of applicants or their employees. Specifically, the Department of the Interior shall not deny based on vaccination status (1) a commercial use authorization to provide services to visitors to National Park System units, or (2) a special recreation permit for specialized recreation uses of federal recreational lands and waters.
Stop Inflationary Spending Resolution This resolution modifies the Standing Rules of the Senate to require a vote of two-thirds (currently three-fifths) of the Senate to invoke cloture on appropriations legislation if inflation exceeded 4% during the preceding 12-month period.
