No Congressionally Obligated Recurring Revenue Used as Pensions To Incarcerated Officials Now Act This bill makes a Member of Congress who has been convicted of a crime related to public corruption ineligible to receive certain retirement payments between the date of sentencing and the date of final conviction. Such retirement payments are those made under the Civil Service Retirement System or the Federal Employees' Retirement System based on the individual's service as a Member. Under current law, a Member must forgo receipt of these payments only after a final conviction (i.e., after the exhaustion of all appeals under the judicial process). The bill eliminates these payments to a Member from the date of sentencing for the conviction.

Contact Lens Prescription Verification Modernization Act This bill revises the requirements for the verification of prescriptions related to the purchase of contact lenses. Specifically, online sellers of prescription contact lenses must provide consumers with a method to transmit a digital copy of their prescriptions to such sellers. Online sellers also must encrypt protected health information they send by email. Additionally, the bill prohibits any seller of prescription contact lenses from using telephone calls with an artificial or prerecorded voice (i.e., robocalls) to verify a consumer's prescription.

Ghost Army Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the 23rd Headquarters Special Troops and the 3133d Signal Service Company, known as the Ghost Army , collectively, in recognition of its service during World War II.

Rural STEM Education Research Act This bill specifies federal scientific research and development efforts towards STEM (science, technology, engineering, and mathematics, including computer science) workforce development and rural STEM education. (Sec. 3) The bill amends the objectives of the Manufacturing Extension Partnership program to include the provision to secondary schools of information about the job skills needed in manufacturing companies, and the promotion and expansion of certification systems offered through local high schools. The activities of a manufacturing extension center are expanded to include local high schools in the facilitation of collaborations and partnerships between manufacturing companies and schools to help those entities better understand the specific needs of manufacturers and to help manufacturers better understand the skill sets that students learn in school programs. The National Institute of Standards and Technology (NIST) must award prizes to stimulate research and development of creative technologies in order to deploy affordable and reliable broadband connectivity to underserved rural communities. NIST may award not more than a total of $5 million in prizes. (Sec. 4) The Office of Science and Technology Policy must establish a broadband research and development working group to address national research challenges and opportunities for improving broadband access and adoption across the United States. (Sec. 5) The National Science Foundation (NSF) shall enter into an agreement with the National Academy of Sciences under which the National Academy of Sciences agrees to evaluate aspects of STEM education and workforce development in rural areas. (Sec. 6) The Government Accountability Office shall conduct a study on the engagement of rural populations in federal STEM programs. (Sec. 7) Experimental Program to Stimulate Competitive Research (EPSCoR) programs shall consider modifications to award structures to increase the capacity of rural communities to provide quality STEM education and STEM workforce development programming to students and teachers. (Sec. 8) The NSF must award grants to institutions of higher education or nonprofit organizations for (1) research and development to advance innovative approaches to support and sustain high-quality STEM teaching in rural schools, (2) research and development of programming to identify the barriers rural students face in accessing high-quality STEM education, (3) development of innovative solutions to improve the participation and advancement of rural students in grades Pre-K through 12 in STEM studies, and (4) research on online STEM education courses for rural communities. The NSF may establish a pilot program of regional cohorts in rural areas to provide peer support, mentoring, and hands-on research experiences for rural STEM educators of students in grades Pre-K through 12 in order to build an ecosystem of cooperation among educators, researchers, academia, and local industry.

Recognizing the Protection of Motorsports Act of 2019 or the RPM Act of 2019 [ sic ] This bill authorizes the modification of a vehicle's air emission controls for vehicles that are not legal for operation on a street or highway and are used solely for competition.

Regulations from the Executive in Need of Scrutiny Act of 20 21 This bill revises provisions relating to congressional review of agency rulemaking. Specifically, the bill establishes a congressional approval process for a major rule. A major rule may only take effect if Congress approves of the rule. A major rule is a rule that results in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. In addition, the bill establishes a congressional disapproval process for a nonmajor rule. A nonmajor rule may only take effect if Congress does not disapprove of the rule.

Timely Access to Cancer Treatment Act of 2021 or the TACT Act of 2021 This bill requires insurance plans to authorize, and pharmacies contracted with the plans to dispense, anti-cancer oral medications within certain time frames. Specifically, within 24 hours after receiving a prescription, a pharmacy must inform the health care provider and plan enrollee whether it will dispense the medication. If the pharmacy will dispense the medication, it must do so within 72 hours after receiving the prescription. If the pharmacy is unable to dispense the medication, it must notify in writing the prescribing health care provider, the insurance plan, and the plan enrollee. A plan that requires prior authorization for anti-cancer oral medication must make that determination within 72 hours after receiving the request for authorization. Further, if a pharmacy provides notification that it is unable to dispense the medication, the health insurance plan must allow the enrollee to select a different pharmacy to dispense the medication, even if that pharmacy does not have a contract with the plan. In such a case, the plan may not require additional prior authorization or cost sharing. The Government Accountability Office must evaluate and report on the implementation of these requirements.

Save Local Business Act This bill provides that a person may be considered a joint employer in relation to an employee under federal labor law only if such person directly, actually, and immediately (and not in a limited and routine manner) exercises significant control over the essential terms and conditions of employment. Such control may by demonstrated by hiring and discharging employees, determining individual employee rates of pay and benefits, day-to-day supervision of employees, assigning individual work schedules, positions, and tasks, and administering employee discipline.

Federal Advisory Committee Transparency Act This bill revises provisions regarding federal advisory committees, including to (1) require designation of committee members as special government employees or representatives, (2) apply the Federal Advisory Committee Act (FACA) to subcommittees and subgroups, and (3) require publication of certain information about advisory committees. The bill requires appointments to advisory committees to be made without regard to political affiliation or campaign activity, unless required by federal statute. Each agency, prior to appointing members to an advisory committee, must solicit nominations for potential committee members. The agency shall solicit nominations at least once every two years. The bill provides statutory authority for the designation of advisory committee members as special government employees (if they are appointed to exercise their individual best judgement) or representatives (if they are appointed to represent a nongovernment entity). Agencies may not designate committee members as representatives to avoid federal ethics rules. Each agency shall make available on its website specified information about each of the agency's advisory committees, including membership, meeting minutes, and notices of future meetings. The General Services Administration must also publish this information. The bill revises requirements for Advisory Committee Management Officers, including to require them to be senior officials with expertise in implementing FACA. The Government Accountability Office shall report on agency compliance with FACA.

Combatting Racist Training in the Military Act of 2021 This bill prohibits the Armed Forces and academic institutions of the Department of Defense from promoting specified anti-American and racist theories (e.g., that any race is inherently superior or inferior to any other race). Specifically, the bill prohibits including anti-American and racist theories or materials in curricula, reading lists, seminars, workshops, trainings, or other educational or professional settings in a manner that could appear as sponsorship, approval, or endorsement; contracting with, hiring, or otherwise engaging speakers, consultants, diversity trainers, and other persons for the purpose of advocating anti-American and racist theories; compelling members of the Armed Forces to affirm or profess belief in anti-American and racist theories; and segregating members of the Armed Forces by race in any setting, including educational and training sessions.
