Juvenile Diversion Program Expunction; Requiring the Department of Law Enforcement to expunge the nonjudicial arrest record of certain minors who have successfully completed a diversion program for any offense, rather than only a misdemeanor offense; authorizing a minor who successfully completes a diversion program for any offense, rather than only for a first-time misdemeanor offense, to lawfully deny or fail to acknowledge certain information, etc.

Public Health; Prohibiting counties and municipalities from requiring citizens of the United States to submit to any medical procedure or receive any medical treatment; prohibiting counties and municipalities from conditioning access to public property or services on whether a citizen has submitted to any medical procedure or received any medical treatment; prohibiting counties and municipalities from requiring the wearing of a face covering; prohibiting district school boards from adopting, implementing, or enforcing a policy, a rule, a code of conduct, or an order requiring the wearing of a face covering, etc.

Motor Vehicle Rentals; Specifying the applicable sales tax rate on motor vehicle leases and rentals by motor vehicle rental companies and peer-to-peer car-sharing programs; specifying applicability of the surcharge; requiring motor vehicle rental companies to collect specified surcharges; specifying the applicable rental car surcharge on peer-to-peer car-sharing program agreements involving shared vehicles; specifying motor vehicle insurance requirements for peer-to-peer car-sharing programs, etc.

Fire Sprinklers; Revising the definition of the term “Contractor V”; authorizing certain fire protection system contractors to design certain systems; revising the definition of the term “fire protection system”, etc.

Nonopioid Alternatives; Authorizing certain health care practitioners to provide a specified educational pamphlet to patients in an electronic format, etc.

Product Evaluation; Requiring the Florida Building Commission to approve a specified evaluation entity, etc.

Building Design; Prohibiting certain regulations relating to building design elements from being applied to certain dwellings, etc.

Workers’ Compensation Insurance for Employee Leasing Companies; Revising the purpose of the section; adding, deleting, and revising definitions for purposes of the Florida Insurance Code; requiring that the insurer of an employee leasing company provide workers’ compensation coverage to all employees of the client company under certain conditions; requiring insurers to conduct annual audits of employee leasing companies and client companies for certain purposes, etc.

Higher Education; Requiring a state university to waive the tuition and fees for certain courses in which certain resident students are enrolled; prohibiting the reporting of tuition and fees waived for state funding purposes; providing that a state university is ineligible for a specified performance-based incentive for failure to comply, etc.

Gardiner Scholarship; Revising the definition of “curriculum”; revising eligibility requirements for the Gardiner Scholarship program; revising authorized uses of program funds; revising the number of consecutive fiscal years an account must be inactive before the remaining funds revert to the state; revising an obligation of scholarship-funding organizations with respect to student eligibility, etc.
