Local Government Employees; Revising the base salary used to calculate the compensation of county tax collectors; defining the term “tax collector employee”; providing that tax collector employees are eligible to receive specified monetary benefits from the state for adopting children within the child welfare system; revising the base salary used to calculate the compensation of district school superintendents, etc.
Individuals with Disabilities; Revising provisions related to programs and services provided by the Agency for Persons with Disabilities; requiring the agency, within available resources, to offer voluntary participation care navigation services to clients and their caregivers at specified times; requiring the agency to develop and implement an online application process; revising which types of clients are eligible for an individual support plan; clarifying the timeframe within which a family or individual support plan must be developed, etc. APPROPRIATION: $38,852,223
Digital Trust Business; Prohibiting certain entities from engaging in digital trust business without an application to and prior approval by the Office of Financial Regulation; authorizing a state bank or state trust company to exclusively engage in virtual trust business under certain circumstances; requiring the commission to ensure that the state bank’s or state trust company’s policies and procedures satisfy certain requirements; requiring the commission to establish standards by rule which relate to stablecoin, etc.
Swimming Pool and Spa Contractors; Specifying a maximum recovery amount for certain claims relating to certain contracts; specifying a total aggregate cap for certain licensees relating to certain contracts, etc.
Intravenous Vitamin Treatment; Citing this act as the "Stephanie Balais Act"; specifying requirements for health care providers administering intravenous vitamin treatment; requiring the Board of Nursing, the Board of Medicine, and the Board of Osteopathic Medicine to adopt rules establishing procedures to administer intravenous vitamin treatment and emergency protocols; providing for disciplinary action for violations of the act, etc.
Traffic and Pedestrian Safety; Requiring that all plans submitted on or after a specified date for construction of a pedestrian crosswalk on a public highway, street, or road which is located at any point other than at an intersection with another public highway, street, or road must include traffic control signal devices and pedestrian control signals that conform to specified requirements; providing coordination requirements for such devices and signals requiring that such devices and signals be coordinated to meet specified requirements, etc.
Workers’ Compensation Insurance for Employee Leasing Companies; Defining the terms “client company” and “employee leasing company”; authorizing the insurer of an employee leasing company to require that the employee leasing company and client company provide certain information and to audit the operations of the employee leasing company and client company; requiring the insurer of an employee leasing company to provide workers’ compensation coverage to all employees of the client company under certain conditions; requiring insurers to conduct annual audits of employee leasing companies and client companies for certain purposes, etc.
Charitable Organizations; Prohibiting the solicitation or acceptance of contributions or anything of value from a foreign source of concern; requiring the Department of Agriculture and Consumer Services to create an Honest Services Registry for a specified purpose; providing requirements for charitable organizations to be included on the registry, etc.
Construction Liens; Requiring, rather than authorizing, that waivers and releases for liens be substantially similar to statutory forms; providing that lien waivers and lien releases that are not substantially similar to the statutory forms are not enforceable, etc.
