Beach Management; Requiring the Department of Environmental Protection to review certain data when designating certain beaches as critically eroded and in need of restoration and nourishment; requiring that certain beaches, whose local government preserved funds for a certain purpose and which possess specified features, be designated as critically eroded; revising the list of areas that may receive designation as an area of critical state concern, etc.

Child Pornography Terminology; Replacing the terms “pornography” and “child pornography” with the term “child sexual abuse material”, etc.

Florida Museum of Black History; Establishing the Florida Museum of Black History Board of Directors; providing for the membership of the board; prohibiting specified members of the board from holding state or local elective office while serving on the board; requiring that the board work jointly with the Foundation for the Museum of Black History, Inc., etc.

Assessment of Property Used for Residential Purposes; Defining the term “changes or improvements made to improve the property’s resistance to wind damage”; prohibiting the consideration of the increase in just value of a property which is attributable to changes or improvements made to improve the property’s resistance to wind damage in determinations of the assessed value of certain property, etc.

Florida Employee Health Choices Program; Renaming the “Florida Health Choices Program” as the “Florida Employee Health Choices Program”; revising eligibility and participation requirements for vendors under the program; revising the types of health insurance products that are available for purchase through the program; deleting exemptions from certain requirements of the Florida Insurance Code under the program, etc.

Clerks of the Court; Authorizing the cumulative excess of funds to be used in the development of the total combined budgets of the clerks of the court; requiring that a court use certain sale procedures in a foreclosure action; providing that only a clerk of court may conduct a foreclosure sale, etc.

Public Education; Providing members of a district school board with specified rights; requiring that certain documents from district school board meetings be kept as public records; providing that a school district employee may not be required or incentivized to sign a nondisclosure agreement or confidentiality agreement; prohibiting a school district from imposing certain conditions on employment, etc.

Protected Cell Captive Insurance Companies; Specifying that a protected cell captive insurance company may only insure certain risks; revising the unimpaired paid-in capital requirements for captive insurance companies; authorizing one or more sponsors to form a protected cell captive insurance company; requiring applicant protected cell captive insurance companies to file certain information with the Office of Insurance Regulation; authorizing protected cell captive insurance companies to establish and maintain certain protected cells, subject to certain approvals granted by the office, etc.

Animal Welfare; Creating the offense of causing or enticing a minor to commit, or in the presence of a minor committing, animal cruelty; requiring a court to order a minor who commits specified acts of animal cruelty to undergo a psychological evaluation and, if recommended, receive counseling or treatment for a specified time period; requiring the Department of Law Enforcement to post on its website specified information relating to each individual convicted of specified animal cruelty offenses; creating the offense of causing or enticing a minor to commit, or in the presence of a minor committing, fighting or baiting animals; increasing the maximum civil penalty for specified violations of ordinances relating to animal control or cruelty, etc.

St. Johns County Day; Designating February 5, 2026, as St. Johns County Day in Florida, in honor of the county’s contributions, historic significance, and continued importance to this state, etc.
