Cybersecurity Standards and Liability; Prohibiting local governments from imposing certain cybersecurity standards or processes on vendors; providing that a local government, a covered entity, or a third-party agent that complies with certain requirements is not liable in connection with a cybersecurity incident under certain circumstances; requiring covered entities and third-party agents to implement revised frameworks, standards, laws, or regulations within a specified timeframe in order to retain protection from liability, etc.

Compensation of the Descendants of Charles Greenlee, Walter Irvin, Samuel Shepherd, and Ernest Thomas; Providing that certain facts are found and declared to be true; providing that a sum is appropriated from the General Revenue Fund to the Department of State for specified relief; requiring that a specified percentage of such relief be provided to certain individuals and estates; providing that specified persons are ineligible for further compensation, etc. APPROPRIATION: $4,000,000

Public Records/County Administrators and City Managers; Providing an exemption from public records requirements for the personal identifying and location information of current county administrators, deputy county administrators, assistant county administrators, city managers, deputy city managers, and assistant city managers, including the names and personal identifying and location information of the spouses and children of current county administrators, deputy county administrators, assistant county administrators, city managers, deputy city managers, and assistant city managers; providing for future legislative review and repeal; providing for retroactive application; providing a statement of public necessity, etc.

Artificial Intelligence Bill of Rights; Prohibiting a governmental entity from extending or renewing a contract with specified entities, beginning on a specified date; prohibiting a local governmental entity from taking certain actions relating to contracting with an entity to provide artificial intelligence technology, software, or products unless certain requirements are met, beginning on a specified date; prohibiting a governmental entity from entering into a contract with an entity for artificial intelligence technology, software, or products under certain circumstances; requiring companion chatbot platforms to prohibit a minor from becoming or being an account holder unless the minor’s parent or guardian consents; requiring bot operators to periodically provide a certain notification to a user, etc.

Sovereign Immunity for Public Transit Contractors; Providing that contractors providing public transit services and their employees or agents are deemed agents of the state for purposes of sovereign immunity, etc.

Gift Certificates; Revising the definition of the term “gift certificate”; deleting provisions authorizing the expiration of a gift certificate under specified circumstances, etc.

Self-storage Spaces; Revising the notice requirements of owners of self-storage units in order to enforce a lien on a tenant’s property; requiring that rental agreements for renters of self-storage units which are entered into on or after a specified date provide certain information in compliance with the Self-storage Facility Act; providing that failure or refusal of a tenant to designate an alternate contact does not affect a tenant’s or an owner’s rights or remedies, etc.

Issuance of Special Beverage Licenses; Revising the service area square footage and capacity of a bona fide food service establishment that may be issued a special beverage license, etc.

Cardiac Services Providers; Revising requirements for licensure of Level I and Level II adult cardiovascular programs; requiring the Agency for Health Care Administration to update specified rules as new applicable industry standards and guidelines are published, etc.

Child Welfare; Providing a rebuttable presumption of detriment to a child under certain circumstances; requiring that certain visitation or contact be supervised by a person who has received certain training; requiring that a shelter hearing take place within a specified period under certain circumstances; requiring that certain children placed in a shelter be referred to a provider of trauma-informed therapeutic services, etc.
