Department of Elderly Affairs; Repealing a provision relating to the State Long-Term Care Ombudsman Council; clarifying that the department is responsible for designating area agencies on aging; deleting the requirement that the department fund more than one community care service system within specified counties; specifying requirements for offices of public guardian; increasing the frequency with which offices of public guardian are audited, etc.

Career Planning Opportunities for Students; Requiring work-based learning opportunities to be scheduled at times and locations to maximize student access and participation; providing that a high school’s annual career fair must provide certain students the opportunity to meet and interview with certain employers; requiring a student’s personalized academic and career plan to be reviewed annually for a certain period of time and signed by certain persons; requiring the Board of Governors and the State Board of Education to adopt regulations and rules, respectively, to enable certain students to earn postsecondary credit and career education clock hours for certain training and education acquired while an apprentice or a preapprentice, etc.

Agency for Health Care Administration; Deleting the State Consumer Health Information and Policy Advisory Council; requiring memory care providers to follow specified standards of operation in providing memory care services; repealing provisions relating to special care for persons with Alzheimer’s disease or other related disorders, etc.

Agents of Student Athletes; Prohibiting the agent of a student athlete from receiving more than a specified percentage of the student athlete’s total compensation derived from the use of the student athlete’s name, image, or likeness; requiring an agent representing a high school student athlete to be licensed with the Department of Business and Professional Regulation, etc.

Homestead Property Exemption for the Surviving Spouses of Certain Quadriplegics; Proposing amendments to the State Constitution to authorize the Legislature to provide for a homestead property tax exemption for the surviving spouses of certain quadriplegics, etc.

Gambling; Prohibiting certain employment for a specified timeframe before or during a person’s service with the commission; authorizing certain organizations, before purchasing, installing, or operating a game or machine on its premises and if in doubt about whether such machine meets the definition of an amusement machine, to petition the commission for a specified declaratory statement on whether the operation of such game or machine is authorized or prohibited; prohibiting betting on athletic contests with knowledge that the results are prearranged or predetermined; providing that a cardroom operator may limit the playing of any game to persons 21 years of age or older; prohibiting trafficking in slot machines, devices, or parts thereof, etc.

Country of Origin for Wild and Farm-raised Fish; Providing that wild and farm-raised fish are considered misbranded under certain circumstances; requiring the Commissioner of Agriculture to establish the Florida Wild Fish and Seafood Certification Program; requiring all wild fish and seafood products intended to be certified and marketed as Florida wild fish or Florida wild seafood product to meet certain requirements; defining the term “wild or farm-raised fish”; requiring public food service establishments selling wild or farm-raised fish to publish specified information relating to the fish through certain means, etc.

Florida Museum of Black History; Providing legislative intent; establishing the Florida Museum of Black History Board of Directors; prohibiting specified members of the board from holding state or local elective office while serving on the board; requiring that the board work jointly with the Foundation for the Museum of Black History, Inc., etc.

Rural Communities; Requiring the state land planning agency to give preference for technical assistance funding to local governments located in a rural area of opportunity; authorizing eligible counties to receive a distribution of sales and use tax revenue; creating the Office of Rural Prosperity within the Department of Commerce; creating the Public Infrastructure Smart Technology Grant Program within the Office of Rural Prosperity; requiring, rather than authorizing, that certain funds received from the State Transportation Trust Fund be used for the Small County Road Assistance Program; requiring the department to give priority to counties located either wholly or partially within the Everglades Agricultural Area and which request a specified percentage of project costs for eligible projects, etc. APPROPRIATION: $200,813,977

Reading Instruction; Requiring the Just Read, Florida! Office to work with the Florida Center for Reading Research to identify certain personnel and reading coaches to participate in specified training; requiring that intensive reading instruction be provided to students who have reading deficiencies; requiring the Florida Center for Reading Research to develop content for specified training, subject to legislative appropriation, etc.
