Civil Liability for the Wrongful Death of an Unborn Child; Revising the definition of the term “survivors” to include the parents of an unborn child; defining the term “unborn child”; providing that the Wrongful Death Act does not authorize a wrongful death action against the mother of an unborn child for the death of the child; providing that the act does not authorize a wrongful death action against a health care provider for the death of an unborn child which results from medical care complying with the applicable standard of care; authorizing parents of an unborn child to recover certain damages, etc.

Prohibition of Pyramid Promotional Schemes; Prohibiting a person from establishing, promoting, operating, or participating in a pyramid promotional scheme; requiring the Department of Legal Affairs to issue and serve a complaint and cease and desist order under certain circumstances; prohibiting cease and desist orders from acting as a limitation upon any other action or remedy available; authorizing the court to appoint receivers, etc.

Food and Hemp Products; Providing that a marijuana testing laboratory may acquire hemp and hemp extract only from certain businesses; revising requirements for the sale and distribution of hemp extract; prohibiting businesses or food establishments from possessing hemp or hemp extract products that are attractive to children; prohibiting a business permitted to sell hemp or hemp extract from being located in certain areas; providing a penalty for hemp extract possessed, manufactured, delivered, held, offered for sale, distributed, or sold by certain entities in violation of specified provisions, etc. APPROPRIATION: $2,000,000

Local Housing Assistance Plans; Authorizing counties and eligible municipalities to expend certain funds on lot rental assistance for mobile home owners for a specified time period; requiring each county and eligible municipality to include in its local housing assistance plan certain strategies; providing that lot rental assistance for eligible mobile home owners is an approved home ownership activity for certain purposes; authorizing counties and eligible municipalities to provide certain funds to mobile home owners for rehabilitation and emergency repairs, etc.

Virtual Currency Kiosk Businesses; Defining terms and revising the definition of the term “control person”; requiring the Office of Financial Regulation of the Financial Services Commission to supervise virtual currency kiosk businesses; prohibiting a virtual currency kiosk business from operating without registering or renewing its registration in accordance with certain provisions; providing criminal penalties for certain entities that operate or solicit business as a virtual currency kiosk business under certain circumstances; requiring that the registration of a virtual currency kiosk business be made inactive if such business does not renew its registration by a certain date, etc.

Health Care Practitioner Specialty Titles and Designations; Providing circumstances under which the Department of Health may issue a notice to cease and desist and pursue other remedies upon finding probable cause; prohibiting the use of specified titles and designations by health care practitioners not licensed as physicians or osteopathic physicians, as applicable, with an exception; providing that the use of such titles and designations constitutes the unlicensed practice of medicine or osteopathic medicine, as applicable; authorizing the department to pursue specified remedies for such violations, etc.

Health Insurance Coverage for Individuals with Developmental Disabilities; Revising the definitions of the terms “autism spectrum disorder” and “eligible individual”, etc.

Florida Museum of Black History; Providing legislative intent; establishing the Florida Museum of Black History Board of Directors; prohibiting specified members of the board from holding state or local elective office while serving on the board; requiring that the board work jointly with the Foundation for the Museum of Black History, Inc., etc.

Education; Requiring that certain internships be included in counseling materials and presented with certain courses; revising the requirements of a certain strategic 3-year plan to include the Florida Gold Seal CAPE Scholars award; prohibiting the inclusion of the transportation access fee in the calculation of Florida Gold Seal CAPE Scholars awards, etc.

Transportation Facility Designations/Harris Rosen Way and Geraldine Thompson Way; Providing honorary designations of certain transportation facilities in a specified county; directing the Department of Transportation to erect suitable markers, etc.
