Virtual Currency Kiosks; Revising the requirements for certain rules adopted by the Financial Services Commission; revising the actions by money services businesses, authorized vendors, or affiliated parties which constitute grounds for disciplinary action; prohibiting persons from engaging in certain business unless they are registered or exempt from registration; prohibiting a virtual currency kiosk business from operating in this state without registering or renewing its registration; requiring the Office of Financial Regulation to give a specified notice to applicants; specifying that certain money transmitters are exempt from registration as a virtual currency kiosk business but are subject to certain provisions; requiring applicants to submit certain information to the office to be registered as a virtual currency kiosk business; requiring a virtual currency kiosk business to ensure that its virtual currency kiosk requires certain attestations from the customer and displays a certain disclosure; requiring a virtual currency kiosk business to provide a customer with a specified physical or electronic receipt upon completion of a virtual currency transaction; requiring a virtual currency kiosk business to issue a full refund under certain circumstances, etc.
Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.
Violations of Pretrial Release Conditions for Violent Crimes; Provides that person who is on pretrial release for specified violent crime commits separate criminal offense if such person willfully violates certain conditions of pretrial release; provides penalty for second or subsequent violation; requires person who is arrested for committing specified violations to be held in custody until his or her first appearance hearing; requires court to consider certain factors in determining whether to order pretrial detention or grant pretrial release; provides that law enforcement officer is not liable in civil action for arrest of person based on probable cause to believe that person has violated condition of pretrial release in specified circumstances; authorizes law enforcement officer to arrest person without warrant if there is probable cause to believe that person has willfully violated certain conditions of pretrial release.

Meetings/Attorney Meetings to Discuss Private Property Rights Claims; Provides exemption from public meetings requirements for meetings or portions of meetings between agencies & their attorneys to discuss certain claims concerning private property rights; specifies what may be discussed during such meetings; requires that such meetings be transcribed; provides that such transcripts become public records at specified times; provides exemption from public records requirements for transcripts, recordings, minutes, & records generated during exempt meetings or portions of such meetings; provides for future legislative review & repeal of exemptions; provides statement of public necessity.
Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.

Rec./Crime Victims; Expanding a public records exemption for crime victims to include the name and personal identification number of a victim and any other information that could be used to locate, intimidate, harass, or abuse the victim; providing that such exemption includes the portions of records generated by any agency that regularly generates or receives information from or concerning victims of crime; providing for a public records exemption for the identity of a victim’s family member, lawful representative, or next of kin and any other information that could be used to locate, intimidate, harass, or abuse these individuals; providing for future legislative review and repeal of the exemptions; providing a statement of public necessity, etc.
Drug Prices and Coverage ; Revises definition of term "pharmacy benefits plan or program" to exclude plan or program that exclusively serves PACE organization; requires contracts between pharmacy benefit managers & participating pharmacies to allow specified option in administrative appeal procedure; provides pharmacy benefit manager prohibited practices relating to pharmacies & pharmacists. Trust Fund/Creation/Vacancy Relief and Risk Mitigation Trust Fund/Florida Housing Finance Corporation; Creates Vacancy Relief & Risk Mitigation Trust Fund within Florida Housing Finance Corporation for specified purpose; authorizes any unexpended balance at specified time to revert & be reappropriated for certain purpose; provides for future review & termination or re-creation of trust fund.
Pet Insurance; Requires licensees who sell pet insurance to complete specified continuing education; revises requirements for disclosures from pet insurer to policyholder; requires pet insurers to file annually specified report with OIR.
