Cannabis Regulation; Provides & revises requirements relating to regulation of medical use of marijuana; creates Medical Marijuana Testing Advisory Council; prohibits certified medical marijuana testing laboratory from having economic interest in or financial relationship with medical marijuana treatment center; requires hemp extract & hemp extract products distributed in state to be registered with DACS; provides application requirements; prohibits sale of hemp extract & hemp extract products intended for ingestion to certain persons.

Insurance Coverage for Hearing Aids for Children; Requires individual health insurance policies & individual HMOs to provide coverage for hearing aids for children 18 years of age or younger; specifies coverage requirements; provides insured & subscriber are responsible for certain costs that exceed policy limit.

Use of School District Revenue; Proposes amendment to Section 1 of Article VII & creation of new section in Article XII of State Constitution to authorize Legislature, by general law, to provide for use of revenue from school district levies for educational benefit of students who are not attending full time school or program operated by district school board.

Recovery of Damages in Claims for Medical Negligence; Authorizes parents of adult children to recover damages for mental pain and suffering in medical negligence suits.

Partisan Elections for Members of District School Boards; Proposing amendments to State Constitution to require members of district school board to be elected in partisan election.

Foster Youth Internship Program; Establishes Step Into Success internship program within DCF for eligible foster youth; provides requirements for program; requires department to provide training & written materials to certain personnel; provides requirements for participating approved agencies; requires DCF to collaborate with Florida Institute for Child Welfare to submit annual report to Governor & Legislature; revises duties of Office of Continuing Care. APPROPRIATION: $1,642,754

Racial and Sexual Discrimination; Prohibits state agencies, counties, municipalities, & public K-20 educational institutions from providing mandatory training for employees or students which espouses certain concepts; requires certain diversity & inclusion efforts; requires DMS, in consultation with Florida Commission on Human Relations, to review agency diversity & inclusion training; requires contracts with agency to include option to terminate if contractor provides workforce training that espouses certain concepts; requires contractor to submit certification; requires each agency to report violations; authorizes contractor's placement on discriminatory vendor list.

Mental Health and Substance Abuse; Revises & provides terminology & requirements relating to petitions & procedures for voluntary & involuntary admissions, examinations, & treatment under Baker Act & Marchman Act; provides appropriation. APPROPRIATION: $633,000

Dissolution of Marriage; Revises various provisions relating to dissolution of marriage & alimony; creates presumption that equal time-sharing is in best interests of minor child; creates presumption for purposes of modifying parenting plan or time-sharing schedule; authorizes separate adjudication of issues in dissolution of marriage under certain circumstances; provides for temporary orders to protect parties & their children.

In-person Visitation; Requires providers to establish visitation policies & procedures within specified timeframe; provides requirements for policies & procedures; authorizes resident, client, or patient to designate essential caregiver; authorizes providers to suspend in-person visits under certain circumstances; requires providers to provide policies & procedures to AHCA; requires providers to make policies & procedures accessible from homepage of their websites.
