Housing; Authorizes landlord to accept reusable tenant screening reports & require specified statement; prohibits landlord from charging certain fees to applicant using reusable tenant screening report; requires, rather than authorizes, local governments to adopt ordinance to allow accessory dwelling units in certain areas; revises accessory dwelling units that apply toward satisfying certain component of local government's comprehensive plan; requires that rented accessory dwelling unit be assessed separately from homestead property & taxed according to its use; prohibits local governments from adopting ordinance to allow accessory dwelling units in areas of critical state concern; authorizes local government to provide density bonus incentive to landowners who make certain real property donations to assist in provision of affordable housing for military families.

Home and Service Warranty Association Financial Requirements; Revises circumstances under which certain service warranty associations are not required to establish unearned premium reserves or to maintain contractual liability insurance & are authorized to allow their premiums to exceed specified ratios; requires service warranty contracts that include coverage for certain accidental damage to be covered by contractual liability policies.

Transportation; Authorizes Secretary of Transportation to appoint certain officers; revises provisions relating to FTC; creates Florida Transportation Research Institute & Florida Transportation Academy & provides functions & requirements for each; revises provisions relating to project funding & funding prioritization, DOT responsibilities, Florida Seaport Transportation & Economic Development Council, commercial service airports, private airports of public interest, reporting requirements, advanced air mobility, performance & productivity measures, & permitting; removes provisions relating to social & economically disadvantaged business enterprises; provides certain authorities power to take certain actions through interlocal agreement; authorizes DOT to require amount of certain bonds be less than certain amount; revises budgetary procedures for DOT; requires EOG to modify approved operating budget for fixed capital outlay expenditures; revises requirements & provides certain conditions for issuance of permit for certain new signs on public rights-of-way; repeals provisions relating to high-occupancy-vehicle lanes, socially & economically disadvantaged business enterprises, penalties for false representation of such enterprises, contract awards to such enterprises, & electric vehicle charging stations & infrastructure plan development.

Spring Restoration; Authorizes certain domestic wastewater treatment facilities to request incorporation of reclaimed water projects identified in Outstanding Florida Springs recovery or prevention strategies; requires DEP to approve such requests if certain conditions are met.

OGSR/Public Safety Communication Systems; Removes scheduled repeal of exemption from public records requirements for certain documents relating to certain 911, E911, or public safety radio communication systems; removes scheduled repeal of exemption from public meeting requirements for portions of meetings that would reveal such documents; removes scheduled repeal of exemption from public records requirements for recording & transcription of exempt portions of such meetings.

Distributed Wastewater Treatment System Permits; Authorizes general permit for replacement of certain septic systems & installation of certain wastewater treatment units; provides requirements for such permits & permittees.

Commissioning Reporting Requirements for HVAC and Electrical Systems; Provides additional requirements for certain persons or authorities commissioning certain reports; defines "commissioning authority."
