Distributed Wastewater Treatment System Permits

Added explicit requirement that the Secretary of Environmental Protection must grant a general permit for replacing existing onsite sewage treatment and disposal systems with distributed wastewater treatment systems.

Added new acronyms 'DWTS' for distributed wastewater treatment system and 'DWTU' for distributed wastewater treatment unit to the definitions section.

Reorganized and clarified the requirements for permittees, including legal access to maintain units, monthly effluent compliance sampling plans, and operational restrictions regarding wetlands and water quality.

Changed the horizontal setback distance requirement to reference rules adopted under this chapter and s. 381.0065, rather than only s. 381.0065.

Updated discharge requirements to specify that subsurface application systems must maintain at least 12 inches of separation from the water table elevation at the wettest season of the year.
