Child Welfare; Requiring the Department of Children and Families and Department of Juvenile Justice to identify and meet the needs of dually-involved children within a specified timeframe; revising information that must be included in a transition plan; requiring prenatal and infant health care delivery programs to include certain father engagement activities; requiring the Department of Children and Families to contract for the development and implementation of the Responsible Fatherhood Initiative and to provide grants to community-based not-for-profit organizations to offer certain mentorship programs; designating the month of June as "Responsible Fatherhood Month", etc.

Parental Rights in Education; Requires district school boards to adopt procedures that comport with certain provisions of law for notifying student's parent of specified information; requires such procedures to reinforce fundamental right of parents to make decisions regarding upbringing & control of their children; prohibits school district from adopting procedures or student support forms that prohibit school district personnel from notifying parent about specified information or that encourage student to withhold from parent such information; prohibits school district personnel from discouraging or prohibiting parental notification & involvement in critical decisions affecting student's mental, emotional, or physical well-being; prohibits classroom discussion about sexual orientation or gender identity in certain grade levels; requires school districts to notify parents of healthcare services; authorizes parent to bring action against school district to obtain declaratory judgment; provides for additional award of injunctive relief, damages, & reasonable attorney fees & court costs to certain parents.

K-12 Education; Establishing term limits for school board members; deleting a requirement that district school boards maintain a specified list on their websites; requiring certain meetings relating to instructional materials to be noticed and open to the public; revising district school board requirements for the selection and adoption of certain materials, etc.

Valuation of Timeshare Units; Specifies methodology by which certain timeshare units must be valued in certain tax appeals; provides that methodology meets constitutional mandate for just valuation.

Melbourne Spring Creek Water Quality Project; Provides an appropriation for the Melbourne Spring Creek Water Quality Project. APPROPRIATION: $1,300,000

West Melbourne Flood Risk Reduction; Provides an appropriation for the West Melbourne Flood Risk Reduction. APPROPRIATION: $460,000

Brevard Adults with Disabilities; Provides an appropriation for the Brevard Adults with Disabilities. APPROPRIATION: $250,000

Florida Tech - Biomedical Aerospace Manufacturing (BAM); Provides an appropriation for the Florida Tech - Biomedical Aerospace Manufacturing (BAM). APPROPRIATION: $2,000,000

Circles of Care - Baker Act CSU Beds; Provides an appropriation for the Circles of Care - Baker Act CSU Beds. APPROPRIATION: $750,000
