Barefoot Bay Recreation District, Brevard County; Authorizes amendment to district charter, subject to approval by vote of electors of district, to increase length of terms & stagger election cycle for members of Board of Trustees of the Barefoot Bay Recreation District.

Regulation of Smoking by Counties and Municipalities; Authorizing counties and municipalities to further restrict smoking within the boundaries of public beaches and public parks under certain circumstances; providing an exception, etc.

Cleanup of Perfluoroalkyl and Polyfluoroalkyl Substances; Requires DEP to adopt statewide rules for cleanup target levels for perfluoroalkyl & polyfluoroalkyl substances in drinking water, groundwater, & soil under specified condition; requires legislative ratification of such rules; provides circumstances under which certain governmental entities & water suppliers are not subject to certain actions; provides for tolling of certain statutes of limitations.

Palm Bay Fire and Rescue Station No. 7; Provides an appropriation for the Palm Bay Fire and Rescue Station No. 7. APPROPRIATION: $400,000

Legal Notices; Revises requirements for newspapers publishing legal notices; removes option for publication on newspaper's website; provides for publication of legal notices on publicly accessible websites; authorizes governmental agency to publish legal notices on publicly accessible website; authorizes governmental agency with certain percentage of its population located within county meeting population threshold to use publicly accessible website; requires governmental agency to provide specified notice to residents & property owners relating to alternative methods of receiving notices; provides requirement for public bid advertisements made by governmental agencies on publicly accessible websites.

Individual Freedom; Provides that subjecting individuals to specified concepts under certain circumstances constitutes discrimination based on race, color, sex, or national origin; revising requirements for required instruction on the history of African Americans; requiring the department to prepare and offer certain standards and curriculum; authorizing the department to seek input from a specified organization for certain purposes; prohibits instructional materials reviewers from recommending instructional materials that contain any matter that contradicts certain principles; requires DOE to review school district professional development systems for compliance with certain provisions of law.

Independent Special Districts; Dissolves certain independent special districts; authorizes reestablishment of certain independent special districts.

Reducing Fetal and Infant Mortality; Revises purpose & requirements for Comprehensive Statewide Tobacco Education & Use Prevention Program; requires DOH to contract with local healthy start coalitions for creation of fetal & infant mortality review committees; prohibits physician from performing abortion if gestational age of fetus is determined to be more than specified number of weeks; provides exception; requires directors of certain medical facilities & certain physicians to submit monthly report to AHCA electronically; requires hospitals participate in minimum number of quality improvement initiatives. APPROPRIATION: $1,602,000
