Florida Museum of Black History; Establishes Florida Museum of Black History Board of Directors; provides for membership of board; requires that appointments to board be made by specified date; prohibits specified members of board from holding state or local elective office while serving on board; provides for filling of vacancies; requires that board work jointly with Foundation for Museum of Black History, Inc.; requires St. Johns County Board of County Commissioners to provide administrative support & staffing to board until specified actions are completed.

Ad Valorem Property Tax Exemption for the Surviving Spouse of Quadriplegics; Proposes amendment to State Constitution to authorize Legislature to provide for property tax exemption for surviving spouse of quadriplegic who was receiving property tax exemption on real estate used & owned as homestead at time of their death.

Higher Education; Revises provisions relating to members of SBE, BOG, state university boards of trustees, FCS institution boards of trustees, presidents of state universities & FCS institutions, postsecondary textbooks & instructional materials, & Institute for Freedom in the Americas.

Reading Interventions and Instruction; Revises requirements relating to Just Read, Florida! Office, Florida Center for Reading Research, school district reading instruction plans, & school district professional learning system to include specified training & instruction related to reading interventions & instruction; & creates reading coach allocation.

Certificates of Completion; Provides that only students with disabilities may earn certificate of completion; revises learning opportunities available to certain students.

Transportation Facility Designations; Provides honorary designations of certain transportation facilities in specified counties; directs DOT to erect suitable markers.

Vexatious Litigants; Expands actions subject to Florida Vexatious Litigant Law; revises eligibility for designation as vexatious litigant; revises sanctions & remedies for vexatious litigation; prohibits clerks of court from accepting certain filings from vexatious litigant; specifies duration of automatic stay imposed against vexatious litigation.

Recovery of Damages for Medical Negligence Resulting in Death; Removes provision that precluded certain persons from recovering damages for medical negligence resulting in death.

Emergency Services; Removes limitation on number of red or red & white warning signals that certain vehicles may display; revises circumstances under which certain applicants for specified license are exempt from specified requirement; requires applicant seeking such exemption to submit sworn affidavit to DOH attesting to certain facts; revises number of counties that may be granted such exemption; prohibits licensed volunteer ambulance service from applying for, receiving funds under, or participating in certain grant programs.

Diabetes Management in Schools; Authorizes school district or public school to acquire & maintain supply of undesignated glucagon; requires that undesignated glucagon be stored in secure location that is immediately accessible; authorizes school district or public school to enter into arrangements with manufacturer or supplier to obtain glucagon free of charge or at fair market or reduced price; authorizes school district or public school to accept donated or transferred glucagon that meets certain requirements; authorizes school district or public school to obtain monetary donations or apply for grants to purchase glucagon; authorizes school district or public school to request prescription for glucagon from county health department; authorizes licensed health care practitioner to prescribe glucagon in name of school district or public school; authorizes licensed pharmacist to dispense glucagon pursuant to such prescription; requires participating school to make available undesignated glucagon to be administered as ordered in student's diabetes medical management plan or health care practitioner's orders; requires employee to call for emergency assistance & provide parental notification after administration of glucagon; requires State Board of Education to adopt rules; provides certain persons & entities with immunity from civil & criminal liability.
