Removed the limitation on the number of red or red and white warning signals that certain emergency vehicles may display, allowing more flexibility for emergency response situations.

Reduced the minimum number of unpaid volunteer EMTs or paramedics required for exemption from 150 to 50, lowering the threshold for volunteer ambulance services to qualify for certain exemptions.

Changed the requirement for volunteer ambulance service exemptions from requiring operation in 15 counties to requiring operation in only 3 counties, making it easier for smaller organizations to qualify.

Added a new prohibition preventing licensed volunteer ambulance services from applying for, receiving funds under, or participating in certain grant programs.

Added new language clarifying that ambulance drivers may use red lights on their personal vehicles in certain circumstances, expanding the definition of authorized emergency vehicle use.
