Building Construction; Prohibiting local enforcing agencies from making or requiring substantive changes to plans or specifications after a permit has been issued; providing that a plans examiner, inspector, or building code administrator is subject to disciplinary action under certain circumstances; requiring local fire officials to provide certain information to a permit applicant if building plans do not comply with the Florida Fire Prevention Code or the Life Safety Code; prohibiting a municipality, county, or special district from making or requiring substantive changes to building plans after a permit has been issued, etc.

Fire Sprinkler System Projects; Provides requirements for simplified permitting process for certain fire sprinkler system projects.

Homeowners' Associations; Revises provisions relating to homeowners' associations including official records, fines & suspensions, attorney fees & costs, liens, & removing & reinstating certain officers & directors from office; prohibits certain funds from being commingled with association funds & requires certain accounting and remittance of funds within specified timeframe; provides criminal & civil penalties for actions by officers, directors, or managers of association & requires disclosures; provides criminal penalties for fraudulent voting activities.

Limitation of Actions Involving Real Estate Appraisers and Appraisal Management Companies; Specifies statutes of limitations periods for certain actions involving real estate appraisers & appraisal management companies; provides construction; provides applicability.

Group Health Plans; Revises definition of & providing requirements for bona fide groups for purposes of issuance of certificates of authority & multiple-employer welfare arrangements.

Education; Defines "sex" for Florida Early Learning-20 Education Code; provides requirements relating to titles & pronouns; revises provisions relating to instruction & materials for specified instruction relating to reproductive health; provides additional requirements for instruction regarding human sexuality; provides district school boards are responsible for materials used in classroom libraries; revises provisions relating to objections of certain materials & process related to such objections; revises school principal, school district & district school board duties & responsibilities relating to certain materials & processes.

License or Permit to Operate Vehicle for Hire; Provides that person who holds license or permit issued by county or municipality to operate vehicle for hire may operate vehicle for hire in any other county or municipality without being subject to certain requirements or fees.

Display of Flags by Governmental Entities; Provides that certain governmental agencies & units of local government may only display specified flags.

Support for Persons Allied with the United States; Requires Governor to designate temporary housing & provide certain temporary support to persons allied with United States & their immediate families.

AMIkids, Inc.; Authorizes DJJ, DOE & DCF to contract with AMIkids, Inc., for specified services.
