United States Call Center Worker and Consumer Protection Act of 2021 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.

Wildfire Smoke Emergency Declaration Act of 2021 This bill authorizes the President to declare a smoke emergency and provide emergency assistance to affected communities under specified circumstances. Specifically, the President, upon determining that there is, or anticipating that there will be, a significant decrease in air quality due to wildland fire smoke in one or more states, may declare a smoke emergency. The governor or other agency of a state that is or will be affected may request such a declaration. If the President declares a smoke emergency, the Federal Emergency Management Agency (FEMA) and other federal agencies may provide emergency assistance to states and local communities that are or will be affected by the emergency, including grants, equipment, supplies, and personnel and resources for establishing smoke shelters, air purifiers, and additional air monitoring sites. The Small Business Administration may provide grants to any small business concern that loses a significant amount of revenue due to wildland fire smoke in an area in which the President has declared a smoke emergency.
Safe Schools Improvement Act of 2021 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex, sexual orientation, gender identity, disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.
Urban Indian Health Providers Facilities Improvement Act This bill expands the authority of the Indian Health Service (IHS) to make funds available for urban Indian organizations to renovate, construct, or expand urban Indian health facilities. Specifically, the bill authorizes the IHS to (1) make funds available for renovations even if the renovations are not minor, and (2) make funds available for purposes other than assisting the organizations in meeting certain accreditation standards.
Reconciliation in Place Names Act This bill directs the Department of the Interior to establish the Advisory Committee on Reconciliation in Place Names to advise the Board on Geographic Names with regard to renaming geographic features with offensive place names. The board shall rename a geographic feature with an offensive name in accordance with a recommendation of the committee unless the board determines that (1) there is a compelling reason and substantial public interest in rejecting the recommendation, or (2) approving the recommendation would violate federal law. The board shall accept or reject a recommendation within three years of receiving the recommendation.
This bill provides for the removal of certain statues and busts from display in the Capitol. The bill directs the Joint Committee on the Library to remove the bust of Roger Brooke Taney in the Old Supreme Court chamber of the Capitol and replace it with a bust of Thurgood Marshall. The committee must remove the statues of Charles Brantley Aycock, John Caldwell Calhoun, and James Paul Clarke and the bust of John Cabell Breckinridge from areas of the Capitol accessible to the public. The Architect of the Capitol (AOC) must store the statues and bust until it arranges their return to the states that provided them. Additionally, the bill prohibits the display of statues in National Statuary Hall of persons who served as officers or voluntarily with the Confederate States of America or of the military forces or government of a state while it was in rebellion against the United States; requires the AOC to identify such statues and arrange for their transfer and delivery from the Capitol to the Smithsonian Institution; requires the Smithsonian to follow its preexisting policies and procedures regarding the storage and display of such transferred statues; requires each statue to be returned to the providing state, including its ownership, if the state requests and agrees to pay any transportation-related costs; and permits a state that has a statue removed to replace the statue.
Twenty-First Century Dams Act This bill addresses dam infrastructure and safety. First, the bill provides resources for programs related to state dam safety, the rehabilitation of high hazard potential dams, and the inspection of dams. In particular, the bill reauthorizes through FY2026 the National Dam Safety Program. In addition, the bill reauthorizes through FY2026 a program related to the rehabilitation of structural measures and a program related to water infrastructure. The bill directs the Department of the Army to establish a program to carry out dam removal projects. Further, the bill establishes the Dam Removal Council to (1) coordinate with participating federal agencies to annually notify all known dam owners of the availability of dam removal funding and provide guidance on the existing programs of participating agencies; (2) evaluate and submit to Army recommendations for dam removal projects, technical assistance programs, and funding allocations; and (3) develop a dam removal strategy. The bill requires certain dam assessments, including a joint assessment by the U.S. Geological Survey and the Department of Energy. The bill also authorizes specified federal agencies to undertake certain activities related to federal dam infrastructure.
Fighting Homelessness Through Services and Housing Act This bill requires the Health Resources and Services Administration to award grants to local and tribal government entities for the planning and implementation of programs to address homelessness.
This bill establishes the Helping Obtain Prosperity for Everyone grant program to cover planning and related costs of public transportation projects in areas where at least 20% of the population has lived in persistent poverty and in rural areas.
Medium- and Heavy-Duty Electric Vehicle Infrastructure Act of 2021 This bill directs the Environmental Protection Agency to establish a rebate program that encourages the purchase and installation of electric vehicle charging equipment for medium-duty electric vehicles and heavy-duty electric vehicles.
