Mental Health Workforce and Language Access Act of 2021 This bill establishes within the Department of Health and Human Services (HHS) two demonstration programs to increase access to mental health services provided in languages other than English at federally qualified health centers (FQHCs). In carrying out the programs, HHS must give preference to FQHCs at which at least 20% of the patients are best served in a language other than English. First, HHS must provide National Health Service Corps (NHSC) loan repayments to mental health care providers who agree to serve their period of obligated service in an FQHC. HHS may provide enhanced payments to those who serve in an FQHC with non-English language needs. (The NHSC is a scholarship and student loan repayment program for eligible health care providers who agree to work in areas with a shortage of primary care, dental care, and mental health care providers.) Second, HHS must award grants to FQHCs for recruiting and retaining mental health care providers who are fluent in a language other than English.

Partner with Korea Act This bill creates an E-4 treaty trader visa category for up to 15,000 nationals of South Korea each fiscal year who are coming to the United States solely to perform specialty occupation services, subject to various requirements. The 15,000 limit shall only apply to principal aliens and not the spouses or children of such aliens. (A specialty occupation is one that requires the theoretical and practical application of highly specialized knowledge and a bachelor's degree or higher.)
Honoring Our Promises through Expedition for Afghan SIVs Act of 2021 or the HOPE for Afghan SIVs Act of 2021 This bill authorizes the Department of State and the Department of Homeland Security (DHS) to postpone the medical exam requirement for qualifying citizens or nationals of Afghanistan seeking entry into the United States as special immigrants. Specifically, this bill applies to an existing program that provides special immigrant status to an individual (or the spouse or child of such an individual) who (1) faithfully performed sensitive and trusted duties for the U.S. government or the International Security Assistance Force in Afghanistan on or after October 7, 2001, and (2) has experienced or is experiencing an ongoing serious threat due to the performance of those duties. Under this bill, the State Department and DHS may jointly issue a blanket waiver of any requirement for such individuals to undergo a medical exam before admission into the United States. DHS shall ensure, to the greatest extent practicable, that individuals admitted under such a waiver undergo medical exams no later than 30 days after admission into the United States. Such an individual shall be admitted as a conditional permanent resident. DHS shall remove the conditions once the individual receives and passes a medical examination.
Untraceable Firearms Act of 2021 This bill establishes a federal statutory framework to regulate the manufacture, sale, offer to sell, transfer, purchase, and receipt of ghost guns (i.e., guns without serial numbers). Additionally, the bill revises the federal statutory framework regulating the manufacture, possession, sale, import, shipment, delivery, receipt, and transfer of undetectable firearms. Among the revisions, the bill defines undetectable firearm as a firearm without a major component wholly made of detectable material.
Reinforcing Nicaragua's Adherence to Conditions for Electoral Reform Act of 2021 or the RENACER Act This bill establishes measures to monitor, report on, and address corruption and human rights abuses in Nicaragua. Specifically, the bill directs U.S. leadership at international financial institutions to advocate for oversight with respect to any loan or financial or technical assistance for projects in Nicaragua. The Department of State and the Department of the Treasury must establish a strategy to align diplomatic engagement with implementing sanctions to facilitate free, fair, and transparent elections in Nicaragua. Pursuant to this strategy, the President must prioritize implementing targeted sanctions on persons obstructing such elections. The State Department must also engage in diplomatic efforts with partner countries to impose targeted sanctions on such individuals. The bill adds Nicaragua to a list of countries whose citizens are subject to visa-blocking sanctions for knowingly engaging in (1) actions undermining democratic processes or institutions, or (2) significant corruption or obstruction of investigations into such corruption. Further, the bill requires the State Department to report on the involvement of President Daniel Ortega, members of his family, and senior government officials in significant acts of public corruption; Russian activities in Nicaragua; and gross human rights violations by the Ortega government against campesinos (i.e., natives of Latin American rural areas, especially Latin American Indian farmers or farm laborers) and indigenous communities. In addition, the State Department must report on obstacles to news and information about domestic and international affairs and submit a strategy for strengthening independent broadcasting, information distribution, and media platforms in Nicaragua.
Pets Belong With Families Act This bill prohibits public housing agencies from imposing breed restrictions on pets owned by residents of public housing units. The bill continues to allow public housing agencies to prohibit ownership of dangerous animals in public housing, but prohibits classification as dangerous by breed and requires that any such classification be based on specific behaviors or actions of the animal.
This resolution expresses that the House of Representatives applauds the Biden administration for reaffirming the U.S. commitment to the Paris Agreement on climate change and to our collective responsibility to globally combat climate change; encourages the Biden administration to implement measures to ensure global climate change remains a top priority for this and future administrations and to cement the United States as a global leader in the fight to mitigate its most severe consequences; voices strong commitment as legislators toward achieving the climate goals of the Paris Agreement, fulfilling the forthcoming pledges from the COP26 in Glasgow, Scotland, and advancing other international efforts to keep global warming to no more than 1.5 degrees Celsius and realize global net-zero carbon emissions by 2050 using a whole-of-government approach; and recognizes the critical responsibility of the United States and other developed nations to ensure all societies have the capabilities to transition to a clean energy economy, the resources to protect against climate-induced disasters, and the necessary assistance to endure climate-related challenges to food security, regional migration, and public health.
Intelligence Authorization Act for Fiscal Year 2022 This bill authorizes various intelligence-related activities for FY2022 and addresses related issues. For example, the bill authorizes the Office of the Director of National Intelligence (ODNI) to support activities related to personnel recruitment and retention, diversity, equity, and inclusion; prohibits certain former intelligence community personnel from accepting certain employment, such as providing intelligence services to a foreign country, for 30 months after leaving intelligence community employment; provides the Central Intelligence Agency (CIA) with the authorities available to the Department of Homeland Security and Department of Justice to take actions to protect against unmanned aircraft; requires the Counterintelligence Division of the Federal Bureau of Investigation (FBI) to conduct a security assessment of a product (or service) from an entity connected to China's government before the FBI may procure that product; requires the FBI to establish counterintelligence units in the Department of Agriculture; authorizes the Air Force to establish the National Space Intelligence Center as a field operating agency of the Space Force; statutorily establishes the Office of Medical Services within the CIA and requirements concerning compensation and qualifications for CIA medical officers; requires the President to develop for the intelligence community various protocols pertaining to medical testing, treatment, information collection, and reporting; requires the ODNI to produce a National Intelligence Estimate on the situation in Afghanistan and specified other countries; and authorizes a pilot program to identify risks associated with individuals performing Department of Defense-funded unclassified research who would not otherwise undergo federal personnel vetting.
Social Security 2100: A Sacred Trust This bill makes changes to Social Security benefits, taxes, and other aspects of the program, including by raising the primary insurance amount, increasing the maximum taxable earnings that are subject to Social Security payroll taxes, and requiring Social Security account statements to be mailed unless the individual recipient opts for electronic delivery.
Equitable Health Care for All Act This bill prohibits discrimination in health care based on race, religion, and other characteristics. It also revises reporting requirements, adds equity-related measures to certain Medicare programs, and makes other changes to reduce health disparities. To enforce the prohibition, the Department of Health and Human Services (HHS) must establish an administrative process to resolve complaints about inequitable health care. HHS must investigate these complaints and mediate agreements to resolve issues. In the event of noncompliance with a mediated agreement, an aggrieved individual may bring a civil action. Health care providers must also report data in formats that allow disaggregation by demographic factors. HHS must issue proposed regulations to carry out this requirement within 90 days. Additionally, the Centers for Medicare & Medicaid Services (CMS) must include measures related to equitable health care in the Medicare value-based purchasing program for hospitals. This program provides incentive payments based on quality of care. The CMS may also exclude providers that furnish inequitable health care from its programs. In addition, the bill establishes the Federal Health Equity Commission to monitor implementation of the bill and establishes a grant program for hospitals to promote equitable health care.
