Preparedness and Risk Management for Extreme Weather Patterns Assuring Resilience and Effectiveness Act of 2022 or the PREPARE Act of 2022 This bill directs the President to establish the Interagency Council on Extreme Weather Resilience, Preparedness, and Risk Identification and Management, which shall establish government-wide goals and provide recommendations for addressing extreme weather resilience, preparedness, and risk identification and management. Each federal agency shall submit biannually to the Office of Management and Budget and to the council a comprehensive plan that integrates consideration of extreme weather into its operations and overall mission objectives.

Lumbee Recognition Act This bill extends federal recognition to the Lumbee Tribe of North Carolina and makes its members eligible for the services and benefits provided to members of federally recognized tribes. Members of the tribe residing in Robeson, Cumberland, Hoke, and Scotland counties in North Carolina are deemed to be within the delivery area for such services. The Department of the Interior and the Department of Health and Human Services must develop, in consultation with the tribe, a determination of needs to provide the services for which members of the tribe are eligible. Interior may take land into trust for the benefit of the tribe. Finally, North Carolina must exercise jurisdiction over all criminal offenses committed, and all civil actions that arise, on North Carolina lands owned by, or held in trust for, the Lumbee Tribe or any dependent Indian community of the tribe unless jurisdiction is transferred to the United States pursuant to an agreement between the tribe and the state.

This bill designates the facility of the United States Postal Service located at 3900 Crown Road Southwest in Atlanta, Georgia, as the John R. Lewis Post Office Building.

This concurrent resolution expresses the sense of Congress that a commemorative postage stamp should be issued in honor of actress Ava Gardner on her 100th birthday, her iconic status, and lasting contributions to international cinema, global fashion, and humanitarian causes.

Protect Farmers from the SEC Act This bill prohibits the Securities and Exchange Commission from requiring the disclosure of greenhouse gas emissions related to agricultural products.

National Center for the Advancement of Aviation Act of 202 2 This bill establishes the National Center for the Advancement of Aviation to (1) develop a skilled and robust U.S. aviation and aerospace workforce; (2) serve as a national independent forum to support collaboration and cooperation between aviation and aerospace stakeholders regarding the advancement of the U.S. aviation and aerospace workforce; and (3) serve as a repository for research conducted by institutions of higher education, research institutions, or other stakeholders regarding the aviation and aerospace workforce, or related technical and skill development. The center must perform the following duties improve access to aviation and aerospace education and related skills training to help grow the U.S. aviation and aerospace workforce; support Armed Forces personnel and veterans seeking to transition to a career in civil aviation or an aerospace-related field through outreach, training, apprenticeships, or other means; and amplify and support the research and development efforts conducted as part of the National Aviation Research Plan and work done at the Federal Aviation Administration Technical Centers regarding the aviation and aerospace workforce. Additionally, the center may issue grants to certain entities to create, develop, deliver, or update middle and high school aviation curricula and aviation curricula used at institutions of higher education, secondary educations institutions, or by technical training and vocational schools; support the professional development of educators using the curricula; establish new education programs that teach technical skills used in aviation maintenance; establish scholarships, internships or apprenticeships for individuals pursuing employment in the aviation maintenance industry; support outreach about educational opportunities and careers in the aviation maintenance industry; and support the transition to career in aviation maintenance, including for members of the Armed Forces.

Educational Choice for Children Act This bill allows individuals and corporations a new tax credit after 2022 for charitable contributions to tax-exempt organizations that provide scholarships to elementary and secondary school students. Such students must be members of a household with incomes not greater 300% of the area median gross income and be eligible to enroll in a public elementary or secondary school. The bill excludes from the gross income of taxpayer dependents any scholarship amount for the elementary or secondary education expenses of eligible students. It also prohibits governmental control over scholarship granting organizations.

State Antitrust Enforcement Venue Act of 2022 This bill limits the transfer and consolidation of antitrust cases that are brought by states in federal court. Current law generally permits federal civil cases that are related to be transferred to a single district court and consolidated for pretrial proceedings. However, under current law, antitrust cases brought by the federal government are exempt from transfer and consolidation. This bill adds to that exemption antitrust cases brought by states.
