Repealing Illegal Freedom and Liberty Excises Act or the RIFLE Act This bill repeals the excise tax on the transfer of firearms. The bill shall not be construed as placing any regulated firearms under the jurisdiction of the U.S. Consumer Product Safety Commission.
Affordable Housing for Homeless Veterans Act of 2021 This bill reauthorizes and modifies a program of the Department of Veterans Affairs (VA) that provides housing assistance to homeless veterans. Specifically, the bill authorizes the VA to enter into agreements with specified entities (e.g., nonprofit organizations or tribal entities) through September 30, 2025, to assist homeless veterans and their families in acquiring shelter or permanent housing. Under the bill, the VA may enter into agreements where an entity that is buying, leasing, or receiving property agrees to sell or rent the property directly to homeless veterans or veterans at risk of homelessness.
VA Supply Chain Resiliency Act This bill addresses the Department of Veterans Affairs (VA) supply chain processes, particularly during emergency periods. The bill requires the VA to submit a report containing a description of the items and quantities of items that are critical with respect to the VA's ongoing response to the COVID-19 (i.e., coronavirus disease 2019) pandemic and future epidemic, pandemic, emergency, national emergency, or natural disaster scenarios. The VA and the Department of Defense (DOD) must enter into an agreement to provide for the participation of the VA in the Warstopper Program of the Defense Logistics Agency (DLA) of DOD. The Warstopper Program was established to satisfy requirements for sudden and sustained increases in production of critical industrial and medical items. Under such an agreement, the DLA must ensure the maintenance and stability of the items the VA identifies as critical in its report (and that the VA and DOD determine are appropriate for the program), establish guidance for the participation of the VA in the program, and use existing and new contracts and agreements to reserve the supply of critical items. Finally, the VA must ensure it does not exclusively rely on holding regional, physical inventories of critical items in order to respond to greater than expected needs during epidemic, pandemic, emergency, national emergency, or natural disaster situations.
Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2021 or the CONNECT for Health Act of 2021 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as restrictions on the types of technology that may be used; permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the CMS to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must report on the effects of expanded telehealth services during the COVID-19 public health emergency, including with respect to the utilization, quality, and outcomes of services. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.
Veterans Fellowship Act This bill requires the Veterans' Employment and Training Service within the Department of Labor to implement a pilot program under which states may use grants or contracts to carry out a short-term fellowship program. Each fellowship program must run for a period that does not exceed 20 weeks, provide a monthly stipend, and provide veterans an opportunity to be employed on a long-term basis following the fellowship. The Government Accountability Office must report on the pilot program within four years after it commences.
Countering Chinese Propaganda Act This bill directs the President to impose asset- and visa-blocking sanctions on foreign individuals and entities engaged in certain acts of malign disinformation. Specifically, the President shall impose sanctions on an individual or entity that knowingly commits a significant act of malign disinformation on behalf of a foreign government or political party to influence certain activities in the United States for the purpose of harming (1) U.S. national security, or (2) the safety and security of a U.S. citizen or legal permanent resident. The Department of State shall report to Congress a determination of whether the Chinese Communist Party's United Front Work Department, which engages in disinformation campaigns and other activities, or any of its officials, falls within the sanctions provided under this bill.
Return Excessive Migrants and Asylees to International Neighbors in Mexico Act of 2021 or the REMAIN in Mexico Act of 2021 This bill requires the Department of Homeland Security (DHS) to implement the Migrant Protection Protocols as outlined in the January 25, 2019, memo titled Policy Guidance for Implementation of the Migrant Protection Protocols . (The protocols generally required aliens who are not clearly admissible, including those seeking asylum, arriving by land along the U.S.-Mexico border to be returned to Mexico while their immigration proceedings are pending, rather than remain in the United States. On January 21, 2021, DHS stopped applying the protocols to newly-arrived individuals.)
Pain-Capable Unborn Child Protection Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.
Student Athlete Level Playing Field Act This bill generally prohibits an institution of higher education or a covered athletic organization (e.g., an athletic association, a conference, or an organization with authority over intercollegiate athletics) from restricting the ability of a student athlete to enter into an endorsement or agency contract, with exceptions. It also provides for enforcement by the Federal Trade Commission, preempts state laws relating to endorsement or agency contracts, and establishes the Covered Athletic Organization Commission.
Abortion Providers Loan Elimination Act This bill makes abortion providers ineligible to receive a loan under the Paycheck Protection Program, which was established to support small businesses in response to COVID-19. This prohibition shall not apply to hospitals or entities that exclusively provide abortions (1) where the pregnancy is the result of rape or incest, or (2) where the pregnancy endangers the life of the mother. The Inspector General of the Small Business Administration must report on the number of paycheck protection loans made to the Planned Parenthood Federation of America and to other abortion providers.
