Unleashing American Energy Act This bill requires a minimum amount of oil and gas lease sales a year on certain submerged lands of the Outer Continental Shelf (OCS) and limits delays on federal oil and gas leases on such lands. Specifically, this bill requires the Department of the Interior to annually conduct a minimum of two region-wide oil and gas lease sales in each of the following regions of the OCS: (1) the Gulf of Mexico region in the Central Gulf of Mexico Planning Area and the Western Gulf of Mexico Planning Area, and (2) the Alaska region. In addition, the bill requires the President to obtain congressional approval before delaying federal oil and gas leases on the OCS.

Strategy to Secure Offshore Energy Act This bill modifies requirements for the National Outer Continental Shelf Oil and Gas Leasing Program, including by specifying that the program must be updated on a five-year basis and setting a minimum number of annual lease sales for the program.

Restore Onshore Energy Production Act This bill requires the Department of the Interior to immediately resume sales of oil and gas leases in accordance with applicable onshore mineral leasing laws and specifies a minimum number of sales that Interior must conduct in each state where there is land available for oil and gas leasing. The bill also prohibits the President from taking actions to cancel, delay, or otherwise impede federal processes related to energy mineral leasing without congressional approval.

Energy Permitting Certainty Act This bill requires the Department of the Interior to process applications for permits to drill under a valid oil or gas lease even if there are any pending civil actions, provided that the civil actions do not directly affect or involve the application or underlying lease.

Promoting Energy Independence and Transparency Act This bill requires the Department of the Interior to take certain actions related to parcels of land that have been nominated for future sales of onshore oil and gas leases and related drilling permits. Specifically, Interior must (1) report to Congress about the status of the parcels, (2) publish on its website information concerning expressions of interest in nominated parcels and drilling permits, and (3) issue certain pending applications for drilling permits within 30 days.

Securing American Energy and Investing in Resiliency Act This bill requires the Department of the Interior to conduct certain sales of oil and gas leases on the Outer Continental Shelf by a specified deadline.

This resolution expresses that the House of Representatives declares its gratitude on behalf of the people of the United States to the journalists and news staff who continue to put themselves in harm's way to report on the humanitarian crisis and ongoing war on the ground in Ukraine following Russian President Vladimir Putin's invasion of Ukraine; and honors the contributions of journalists and news staff reporting from the war in Ukraine as essential in the ongoing struggle for the rights of a free press and free speech internationally, pivotal in pushing back against false propaganda by tyrants, and crucial to informing Americans and the world of the horrors being wrought against the Ukrainian people.

American Energy Security and Transparency Act This bill requires the Department of the Interior to immediately resume sales of oil and gas leases in accordance with applicable onshore mineral leasing laws. The bill further specifies that Interior must conduct a minimum number of sales and offer all parcels eligible for oil and gas development in each state where there is land available for oil and gas leasing. Additionally, Interior must report to Congress, and publish certain information on its website, concerning sales of oil and gas leases and related drilling permits.

This resolution condemns the terrorist attack on Congregation Beth Israel in Colleyville, Texas, on January 15, 2022. It also expresses support for the affected community, commends the actions of law enforcement and emergency responders, and reaffirms a commitment to combat hate, bigotry, anti-Semitism, and violence against Jewish Americans.

American Energy Independence from Russia Act This bill addresses U.S. energy security, the production of oil and gas, and the importation and exportation of oil and gas. Specifically, the President must submit an energy security plan that (1) evaluates U.S. crude oil, petroleum products, and natural gas imports and exports; (2) assesses the energy security risks of such imports; and (3) includes strategies to encourage increased domestic production of crude oil, petroleum products, and natural gas to offset Russian imports. The bill also approves the TransCanada Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States. In addition, the bill grants the Federal Energy Regulatory Commission the authority to approve or deny applications for facilities to export natural gas from the United States to foreign countries or import natural gas from foreign countries. The President and federal agencies must obtain congressional approval before (1) prohibiting or substantially delaying certain new energy mineral leases or permits on federal lands, or (2) withdrawing certain federal lands from mineral and geothermal leasing activities. The Department of the Interior must resume issuing oil and gas leases on federal lands and offshore submerged lands in the Outer Continental Shelf as specified under the bill. Finally, the bill limits the drawdown of petroleum in the Strategic Petroleum Reserve until the Department of Energy develops a plan to increase the percentage of federal lands leased for oil and gas production.
