Reducing Farm Input Costs and Barriers to Domestic Production Act This bill addresses various provisions related to the regulation of domestic agricultural products, including by requiring the Department of Agriculture to publish criteria for considering requests from meat and poultry establishments to operate at line speeds in excess of the current regulatory limitations. The bill also nullifies the final rule issued by the Council on Environmental Quality on April 20, 2022, that reinstated various National Environmental Policy Act regulatory provisions.

Butcher Block Act This bill authorizes the Department of Agriculture (USDA) to make (or guarantee) loans and award grants for establishing, expanding, and otherwise supporting livestock and poultry processing and related activities. In awarding grants and making or guaranteeing loans, USDA shall prioritize applicants that have experience in livestock and poultry processing and can quickly scale-up to increase overall processing capacity in the region involved.

Federal Columbia River Power System Certainty Act This bill requires Federal Columbia River Power System (FCRPS) operations to be consistent with a specified decision. The system includes dams in the Columbia and Snake rivers in the Pacific Northwest. Specifically, the Bureau of Reclamation, the Bonneville Power Administration, and the U.S. Army Corps of Engineers must operate the FCRPS consistent with the Columbia River System Operations Environmental Impact Statement Record of Decision dated September 2020. The preferred alternative outlined in that decision would allow specified dams in the lower Snake River to remain in place. The decision may be amended if each agency determines that (1) changes are necessary for public safety or electrical grid reliability, or (2) certain requirements in the decision are no longer necessary. Further, the bill requires statutory authorization for any structural modification, action, study, or engineering plan that (1) restricts FCRPS hydroelectric dam generation; or (2) limits navigation on the Snake River in Washington, Oregon, or Idaho.

Jobs and Opportunities for Medicaid Act This bill establishes work requirements under Medicaid for able-bodied adults (i.e., those between the ages of 18 and 65 and who are not otherwise unable to work due to a medical condition, family situation, or other listed reason).

Price Relief, Innovation, and Competition for Essential Drugs Act or the PRICED Act This bill allows biosimilars to be marketed five years after the reference brand-name biological product is licensed. Currently, brand-name biological products are provided a 12-year marketing-exclusivity period. This shortened marketing-exclusivity period applies only to biological products licensed by the Food and Drug Administration after enactment of this bill.

No Timber From Tyrants Act This bill prohibits the importation of wood and related articles from Russia and Belarus. It also directs the Department of the Interior and the Department of Agriculture (USDA) to replace these prohibited imports with timber production on certain lands. Specifically, the bill directs the President to prohibit the importation of all wood and related articles from Russia and Belarus. The President may terminate this prohibition upon certification to Congress that certain conditions have been met, including that Russia or Belarus (or both, as applicable) reached an agreement to withdraw forces in Ukraine. Additionally, the bill directs Interior and USDA to authorize timber harvest in an amount sufficient to equal the volume, with respect to calendar year 2021, of imports of wood and related articles from Russia and Belarus. Interior may authorize timber harvest only on public lands and USDA may authorize timber harvest only on National Forest System lands. The bill generally prohibits Interior and USDA from approving a plan that reduces the allowable sale quantity of timber.

This resolution acknowledges that Specialist Bishop E. Evans was discovered, deceased, along the Rio Grande, near Eagle Pass, Texas. The resolution also honors the life and service of Specialist Evans and recognizes that his actions resulted in the survival of two migrants.

21st Century Dyslexia Act This bill addresses the education of children with disabilities, with a particular focus on children with dyslexia. Currently, dyslexia is listed as one of the disabilities under the definition of specific learning disability in the Individuals with Disabilities Education Act (IDEA). This bill instead removes dyslexia from the definition of specific learning disability and establishes a stand-alone definition for dyslexia within IDEA. Specifically, the bill defines dyslexia for purposes of IDEA as an unexpected difficulty in reading for an individual who has the intelligence to be a much better reader, most commonly caused by a difficulty in the phonological processing (the appreciation of the individual sounds of spoken language), which affects the ability of an individual to speak, read, and spell. Additionally, the bill requires a local educational agency or other agency, in determining eligibility for or providing an accommodation or service under IDEA, to provide equal access to (1) children from low-income families or from families with low socioeconomic status, and (2) other children.
