This bill extends through October 18, 2021, the order issued by the Centers for Disease Control and Prevention (CDC) titled Temporary Halt in Residential Evictions To Prevent the Further Spread of COVID-19 and published on September 4, 2020. The bill also permits the CDC to further extend the order as it determines necessary.

This resolution expresses the condolences of the Senate regarding the death of the Honorable Mike Enzi, former Senator for Wyoming.

This resolution designates August 11, 2021, as Hip Hop Celebration Day, August 2021 as Hip Hop Recognition Month, and November 2021 as Hip Hop History Month. The resolution recognizes the contributions of Hip Hop to art and culture. Finally, the resolution encourages local governments to build partnerships with local Hip Hop entities and other members of the creative arts and music communities.

This resolution authorizes the Senate Legal Counsel to represent the Senate Committee on Armed Services and Thomas Kirk McConnell in the case of AO Alfa-Bank v. John Doe, et al . The resolution also authorizes Elizabeth King, Majority Staff Director of the Senate Committee on Armed Services, to provide a limited declaration sufficient to demonstrate the applicability of the Speech or Debate Clause privilege in this matter without waiving the committee's privilege.

Local Journalism Sustainability Act This bill allows individual taxpayers a tax credit up to $250 in any taxable year for subscriptions to one or more local newspapers for the taxpayer's personal use. It also allows a local news journalist employer a payroll credit for wages paid to local news journalists. The bill allows certain small businesses a tax credit for amounts paid for advertising in a local newspaper or through a broadcast of a radio or television station serving a local community.

This resolution authorizes the Senate Legal Counsel to represent Senator Marco Rubio in the case of Jennifer Grappell v. Alberto M. Carvalho, et al .

This joint resolution nullifies the Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources Review rule published by the Environmental Protection Agency on September 14, 2020. The rule finalized amendments to new source performance standards under the Clean Air Act for the oil and natural gas sector, such as an amendment that removed limitations on methane emissions from such sector.

Young American Savers Act of 2021 This bill directs the Department of the Treasury to establish as a permanent program the Federal Child Savings Account Program not later than December 31, 2022. A program account shall be tax-exempt and distributions from an account shall be excludible from a child's gross income. The program allows the parent or guardian of a child under the age of 18 and a U.S. resident to make contributions to an account for the child's educational expenses. An account may also fund a Roth Individual Retirement account and an ABLE (i.e., Achieving a Better Life Experience) account for disabled individuals. Distributions from such accounts may begin on the earlier of the date such child attains the age of 26, receives an associate's or bachelor's degree, or enlists in active duty miliary service.

Prevent All Soring Tactics Act of 2021 or the PAST Act of 2021 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.

Break the Cycle of Violence Act This bill establishes federal grant programs and related entities to support violence intervention initiatives. Specifically, the bill directs the Department of Health and Human Services (HHS) to award grants for coordinated community violence intervention initiatives in communities disproportionately impacted by homicides and community violence. HHS must also establish several related entities, including an Office of Community Violence Intervention to administer programs and activities related to violence intervention; the Community Violence Intervention Advisory Committee to advise and assist the office and HHS; and the National Community Violence Response Center to provide training and technical assistance, coordinate research, and develop data collection policies. Additionally, the bill directs the Department of Labor to award grants for job training and workforce programs in communities disproportionately affected by gun violence to connect youth ages 16 to 24 to in-demand occupations.
