This measure would recognize August 15, 2023, as India's Independence Day and urge all Californians to join in celebrating India's independence.
This measure would proclaim August 2023 as Breastfeeding Awareness Month of 2023 in California. The measure would recognize the unique benefits that breastfeeding provides, as specified, and would affirm that Californians should work to ensure that barriers to initiation and continuation of breastfeeding are removed. The measure would encourage Californians to work together to explore ways to, among other things, improve women's access to breastfeeding support services in medical, social, and employment settings.
This measure would recognize the 50th anniversary of hip hop on August 11, 2023, as a time of celebration, pride, and nostalgia for the citizens of California.
Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of postsecondary education in this state. Existing law requires the board of governors to appoint a chief executive officer, known as the Chancellor of the California Community Colleges. Existing law establishes the California Career Technical Education Incentive Grant Program, administered by the State Department of Education, with the purpose of encouraging, maintaining, and strengthening the delivery of high-quality career technical education programs. This bill would require of the office of the Chancellor of the California Community Colleges, in consultation with the Academic Senate for California Community Colleges, to produce a report, on or before December 31, 2024, relating to the blockchain industry and the California Community Colleges that addresses specified topics, including, among others, recommendations on activities related to pipeline development between career technical education programs offered by local educational agencies and the California Community Colleges. The bill would require the chancellor's office to leverage its existing workforce programs structure and network to convene the necessary stakeholders in the blockchain industry or similar industries to identify workforce needs within regional economies, to include the contributions of faculty, workforce development, the K–12 sector, and other relevant stakeholders, and to provide a copy of the report to Legislature on or before December 31, 2024, as provided. This bill would repeal its provisions as of January 1, 2029.
Existing law requires, commencing June 30, 2015, and at the end of every fiscal year thereafter, and subject to an exception described below, that the City of Martinez, as trustee, transmit 20 percent of all gross revenue generated from specified trust lands to the State Lands Commission for allocation by the Treasurer to the General Fund and Land Bank Fund. Existing law, in recognition of deteriorated conditions at the Martinez Marina, commencing June 30, 2015, and until June 30, 2021, authorized the commission to relieve the trustee of its obligation to transmit those gross revenues so the trustee can take action to address those conditions, including the dredging of sediment to restore adequate depth for launching, berthing, and safe navigation at the marina. Existing law establishes the Air Quality Improvement Program that is administered by the State Air Resources Board for the purposes of funding projects related to, among other things, the reduction of criteria air pollutants and improvement of air quality. Pursuant to its existing statutory authority, the state board has established the Clean Vehicle Rebate Project, as a part of the Air Quality Improvement Program, to promote the production and use of zero-emission vehicles by providing rebates for the purchase of new zero-emission vehicles. The bill would require the state board, as a part of the Clean Vehicle Rebate Project, to provide rebates for zero-emission electric pickup trucks, as defined, so that fuel cell electric pickup trucks and battery electric pickup trucks receive rebates that are $2,500 more than the rebates that are provided for other fuel cell electric vehicles and battery electric vehicles, respectively.
Existing law, the Government Claims Act, generally requires the presentation of all claims for money or damages against local public entities and the state. Existing law provides for the presentation of a claim for which appropriations have been made, or for which state funds are available, under that act to the Controller, in the form and manner prescribed by the general rules and regulations adopted by the Department of General Services. Existing law, with specified exceptions, prohibits the Controller from drawing a warrant for any claim until it has been audited in conformity with law and the general rules and regulations adopted by the Department of General Services governing the presentation and audit of claims. This bill would authorize the Controller to conduct, unless prohibited by the provisions of a state ballot proposition passed by the electorate, financial and compliance audits as the Controller's office deems as necessary for purposes of ensuring that any expenditures, regardless of the source or fund from which the warrants for claims are drawn, are expended in a manner consistent with the law and the voters' intent. The bill would also authorize the Controller to conduct any audits necessary to carry out their constitutional and statutory duties and responsibilities under the law. The bill would require, if an audit is conducted as specified, the Controller to provide a report with specified information from these audits to the Legislature by June 30 following the completion of the audit and would require the Controller to allow all auditees in the report a reasonable period of time to review and comment on the section of the report relating to the auditee, as described. The bill would make related legislative findings and declarations.
(1) Existing law establishes the California Career Technical Education Incentive Grant Program, administered by the State Department of Education, with the purpose of encouraging, maintaining, and strengthening the delivery of high-quality career technical education programs. Existing law provides, for the 2021–22 fiscal year and each fiscal year thereafter, that $300,000,000 shall be available to the department, upon appropriation by the Legislature, for the program. Existing law prohibits an applicant from being awarded an amount higher than the amount that the allocation formula determines them to be eligible to receive under the program. This bill instead would provide, for the 2024–25 fiscal year, and each fiscal year thereafter, that $450,000,000 shall be made available to the department upon appropriation by the Legislature, for the program. The bill would delete the prohibition against an applicant being awarded more than the amount determined by the allocation formula. (2) Existing law requires grant applicants to meet minimum requirements, including, among other things, reporting to the Superintendent of Public Instruction data on the number of pupils completing career technical education coursework. This bill would require applicants to additionally report data on the number of pupils completing a career technical education pathway consisting of a sequence of 2 or more career technical education courses in the same career technical education subject matter discipline. (3) Existing law requires the Superintendent to take specified actions for purposes of administering the California Career Technical Education Incentive Grant Program. This bill would require the Superintendent to establish, in collaboration with the executive director of the State Board of Education, a stakeholder workgroup, as specified, on or before June 30, 2024, to consider and provide recommendations on maximizing career technical education opportunities for pupils, as provided, and to report those recommendations to the policy and fiscal committees of the Legislature, the Department of Finance, and the Governor by January 31, 2025. The bill would require the Superintendent to ensure a level of professional staffing within the department that is dedicated to career technical education, sufficient to effectively administer the program and other federal and state career technical education programs, as specified. (4) Existing law requires the K–12 Workforce Pathway Coordinators and the K–14 Technical Assistance Providers to provide technical assistance and support to grant recipients, as provided. This bill would, commencing with the 2024–25 fiscal year, and each fiscal year thereafter, instead require $12,000,000 to be made available to the department, subject to an appropriation in the annual Budget Act or another statute, to provide regional career technical education coordinators for the provision of technical assistance and support to local educational agencies in implementing all of their career technical education courses, programs, and pathways, as provided. (5) Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Existing law establishes the Strong Workforce Program to provide funding to career technical education regional consortia made up of community college districts, as specified. Existing law also establishes a K–12 component of the Strong Workforce Program. Existing law provides that, commencing with the 2018–19 fiscal year, the amount appropriated in the annual Budget Act for the K–12 component of the program is used to create, support, or expand high-quality career technical education programs at the K–12 level that are aligned with the workforce development efforts occurring through the program. This bill would, as of July 1, 2024, repeal the K–12 component of the Strong Workforce Program and would require the administration of any outstanding allocations for the K–12 component of the Strong Workforce Program to be administered by the department pursuant to the California Career Technical Education Incentive Grant Program.
