Abortion Providers Loan Elimination Act This bill makes abortion providers ineligible to receive a loan under the Paycheck Protection Program, which was established to support small businesses in response to COVID-19. This prohibition shall not apply to hospitals or entities that exclusively provide abortions (1) where the pregnancy is the result of rape or incest, or (2) where the pregnancy endangers the life of the mother. The Inspector General of the Small Business Administration must report on the number of paycheck protection loans made to the Planned Parenthood Federation of America and to other abortion providers.

America Grows Act of 2021 This bill permanently funds several agencies that perform agriculture research. The bill provides specified funding for the following agencies within the Department of Agriculture: the Agricultural Research Service, the Economic Research Service, the National Agricultural Statistics Service, and the National Institute of Food and Agriculture. The bill exempts the funding from sequestration, which is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals. It also exempts the budgetary effects of the funding from the Statutory Pay-As-You-Go Act of 2010 (PAYGO) and the Senate PAYGO rule.

Department of Veteran Affairs Provider Accountability Act This bill prescribes oversight requirements for the Department of Veterans Affairs (VA) regarding health care professionals at VA medical centers. Specifically, the bill requires the VA to ensure each VA medical center consistently compiles, verifies, and reviews specified documentation for each VA health care professional (including contractors). The VA shall ensure that specified health care professionals hold an active Drug Enforcement Administration registration. Each VA medical center must implement (1) monitoring of the performance and quality of the health care delivered by each health care professional at the center, and (2) reviews of such care if an individual notifies the VA of any potential concerns relating to a failure to meet generally accepted standards of clinical practice. The bill imposes notification requirements in situations where the VA substantiates a concern relating to the clinical competency of, or quality of care delivered by, a current or former VA health care professional. The VA is prohibited from entering into a settlement agreement relating to an adverse action against a VA health care professional if such agreement includes terms that require the VA to conceal certain information from the employee's personnel file. Such prohibition does not apply to adverse actions determined to be prohibited personnel practices. The VA must provide mandatory training, at least biannually, to employees who are responsible for specified tasks (e.g., those who are responsible for compiling, validating, or reviewing the credentials of VA health care professionals).

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of (1) standard and custom fitted gradient compression garments that are prescribed by a physician or other specified health care professional to treat lymphedema, and (2) other devices determined to be effective in the prevention or treatment of lymphedema.

Promotion and Expansion of Private Employee Ownership Act of 2021 This bill expands tax incentives and federal assistance for employee stock ownership plans (ESOPs) that are sponsored by S corporations. The bill extends to all domestic corporations, including S corporations, provisions allowing deferral of tax on gain from the sale of employer securities to an ESOP. The Department of the Treasury must establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. The bill defines an ESOP business concern and allows such a concern to continue to qualify as a small business for the purposes of programs under the Small Business Act. An ESOP business concern is a business concern that was a small business concern eligible for a loan, preference, or other program under the Small Business Act before more than 49% of the business concern was acquired by an ESOP.

This resolution extends condolences to the family and friends of former Vice President Walter Mondale. The resolution acknowledges Mondale's lifetime service to the United States, including as a U.S. Senator and as the first presidential candidate from a major party to select a woman, Geraldine Ferraro, as his running mate.

Record of Military Service for Members of the Armed Forces Act of 2021 This bill requires the Department of Defense (DOD) to create the Certificate of Military Service. The Certificate of Military service will be a standard record of military service for all members of active and reserve components of the armed forces to encompass all duty, including that of National Guard and Coast Guard duty. Under the bill, the document must (1) be standardized, (2) be the same for all members of the armed forces, and (3) replace and serve the same function as a discharge certificate or certificate of release (DOD Form DD-214). The bill also requires that a current record of service be issued to members of the reserve components upon the occurrence of any of the following events: permanent change to duty status (e.g., retirement or transfer to active duty), discharge or release from temporary active duty orders, specified promotions, and transfer to another state National Guard.

Military Spouses Retirement Security Act This bill allows a tax credit for certain small businesses that include military spouses in their retirement plans.

Protecting Investors' Personally Identifiable Information Act This bill prohibits the Securities and Exchange Commission (SEC) from requiring a national securities exchange, association, or a member of either to provide a market participant's personally identifiable information to satisfy the reporting requirements of the Consolidated Audit Trail (which tracks market activity). However, this information must be provided to the SEC upon request. The SEC must destroy the information not later than one day after the conclusion of the matter for which this information was required.

Protect Funding for Women's Health Care Act This bill prohibits federal funding of Planned Parenthood Federation of America or its affiliates, subsidiaries, successors, or clinics.
