This resolution offers the condolences of the Senate regarding the death of Senator John William Warner and expresses deep appreciation for his outstanding and important service to his country.
Alaska Native Tribal Health Consortium Land Transfer Act of 2021 This bill directs the Department of Health and Human Services (HHS) to convey specified property in Anchorage, Alaska, to the Alaska Native Tribal Health Consortium for use in connection with health programs. The conveyance shall not require any consideration from, or impose any obligation, term, or condition on, the consortium or allow for any U.S. reversionary interest in the property. The consortium shall not be liable for any environmental contamination that occurred before the conveyance. Further, HHS shall not be liable for any environmental contamination from the date on which the consortium assumes control of, occupies, and uses the property.

Southeast Alaska Regional Health Consortium Land Transfer Act of 2021 This bill directs the Department of Health and Human Services (HHS) to convey specified property in Sitka, Alaska, to the Southeast Alaska Regional Health Consortium for use in connection with health and social services programs. The conveyance shall not require any consideration from, or impose any obligation, term, or condition on, the consortium or allow for any U.S. reversionary interest in the property. The consortium shall not be liable for any environmental contamination that occurred before the conveyance. Further, HHS shall not be liable for any environmental contamination from the date on which the consortium assumes control of, occupies, and uses the property.
Palestinian International Terrorism Support Prevention Act of 2021 This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.
Medicare Multi-Cancer Early Detection Screening Coverage Act of 2021 This bill provides for Medicare coverage and payment for multi-cancer early detection screening tests that are approved by the Food and Drug Administration and that are used to screen for cancer across many cancer types. The Government Accountability Office must report on the resulting utilization and effectiveness of such tests.
Preventing Antisemitic Hate Crimes Act This bill requires a designated officer or employee of the Department of Justice (DOJ) to facilitate the expedited review of anti-Semitic hate crimes and reports of anti-Semitic hate crimes. Further, the bill requires DOJ to issue guidance for state, local, and tribal law enforcement agencies on expanding public education campaigns to raise awareness of anti-Semitic hate crimes. Finally, the bill increases the statutory maximum prison term for an individual who is convicted of a federal hate crime offense after a prior conviction for a hate crime offense under federal law or a hate crime felony under state law.
Genetically Engineered Salmon Labeling Act This bill requires the market name of genetically engineered (commonly called genetically modified or GMO ) salmon to include Genetically Engineered or GE in front of the existing market name.
Alaska Native Vietnam Veteran Land Allotment Fulfillment Act of 2021 This bill makes additional federal land available for selection under the Alaska Native Vietnam Era Veterans Land Allotment Program. The program makes Alaska Native veterans who served in the Armed Forces in Vietnam between August 5, 1964, and December 31, 1971, or their heirs eligible to receive up to 160 acres of federal land in Alaska. Specifically, the bill makes federal lands within units of the National Wildlife Refuge System in Alaska that were identified by the Department of the Interior in a November 2020 report as immediately available for allotment selection under the program. Interior identified over 3.6 million acres of land that should be made available for allotment selection by these veterans.
Visit America Act This bill implements measures to support the U.S. travel and tourism industry and to address the declining percentage of international visitors to the United States. Specifically, the bill requires the Department of Commerce to develop a 10-year travel and tourism strategy with annual goals for the number of international visitors to the United States and for travel exports. The bill also establishes the role of Assistant Secretary of Commerce for Travel and Tourism, whose responsibilities shall include (1) setting an annual goal for the number of international visitors to the United States, (2) providing support for improved visitor visa processing, and (3) promoting travel exports abroad. Further, the assistant secretary must develop and implement a COVID-19 pandemic recovery strategy to assist the recovery of the U.S. travel and tourism industry from travel restrictions necessitated by the pandemic. The bill also provides statutory authority for the United States Travel and Tourism Advisory Board, which shall aid the assistant secretary in developing and implementing the COVID-19 pandemic recovery strategy.
