SB 243: End Stage Renal Disease Patient Navigator Network; established.

End Stage Renal Disease Patient Navigator Network. Directs the Department of Health to establish the End State RenalDisease Patient Navigator Network to assist persons diagnosed withend stage renal disease in navigating through the health care system.The bill permits the Department to contract with other entities toestablish the Network and provide services to qualified patients.

SB 343: Income tax, state; refundable tax credit for low-income taxpayers.

Refundable income tax credit for low-incometaxpayers. Allows low-income individuals and married personsto claim either (i) a nonrefundable income tax credit equal to $300for each individual, his spouse, and any dependents or (ii) a refundableincome tax credit equal to 20 percent of the federal earned incometax credit claimed that year by the individual or married personsfor the same taxable year. Under current law, low-income individualsand married persons may elect either of these amounts; however, bothoptions for claiming the credit are nonrefundable. The provisionsof the bill apply to taxable years 2022 through 2028.

HB 674: Telephone systems within correctional facilities; fees and records of communications.

Telephone systems within correctional facilities.Provides that no records of communications made by inmates fromtelephone systems within correctional facilities shall be disclosedwithout a search warrant, except upon the request of an inmate forthe inmate's own records to be disclosed to him or his attorney.The bill requires that each correctional facility create and maintainan audit log for each inmate that shall (i) identify each disclosedrecord and (ii) include a copy of the search warrant issued to obtainsuch record. The bill provides that any records of communicationsobtained unlawfully shall not be admissible as evidence in a prosecutionor civil action. The bill also removes provisions regarding allowableforms of payment and payment rates for calls to numbers on an approved call list using such telephone systems.
