This resolution recognizes the efforts of the Trump Administration and Operation Warp Speed in the development of the COVID-19 (i.e., coronavirus disease 2019) vaccine. Operation Warp Speed is an interagency partnership that coordinates federal efforts to accelerate the development, acquisition, and distribution of medical countermeasures for COVID-19.

Protecting Americans from Fentanyl Trafficking Act of 2021 This bill permanently places fentanyl-related substances as a class into schedule I of the Controlled Substances Act. A schedule I controlled substance is a drug, substance, or chemical that has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act. The temporary scheduling order issued by the Drug Enforcement Administration to place fentanyl-related substances into schedule I of the Controlled Substances Act expires on January 28, 2022.

Supplying Help to Infrastructure in Ports, Yards, and America's Repair Docks Act of 2021 or the SHIPYARD Act This bill provides supplemental appropriations to the Department of Defense (DOD) for improving naval shipyard infrastructure. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits. DOD must make this funding directly available to the Department of the Navy. Funds must be used for specified purposes, including for public and private shipyard facilities, docks, dry docks, capital equipment improvements, and dredging efforts needed by shipyards.

This bill provides for the award of Congressional Gold Medals posthumously to Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith (four Americans who were killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya) in recognition of their contributions to the nation.

Veterans Application Assistance Inefficiency Decrease Act of 2021 or the VA AID Act of 2021 This bill requires the Department of Veterans Affairs (VA) to implement a pilot program to assess the feasibility and advisability of providing claim enhancement assistance to individuals who are applying for certain VA pensions in order to reduce the backlog and expedite processing of claims. Specifically, the program applies to those applying for service pensions, non-service-connected disability pensions, or pensions to surviving spouses and children. The Government Accountability Office must complete a review of the pilot program and a study on the feasibility and advisability of permanently extending claim enhancement assistance to individuals and spouses applying for the specified VA pensions.

Pharmacy and Medically Underserved Areas Enhancement Act This bill provides for Medicare coverage and payment with respect to certain pharmacist services that (1) are furnished by a pharmacist in a health-professional shortage area, and (2) would otherwise be covered under Medicare if furnished by a physician.

Safeguarding Educational Institutions, Colleges, Universities, and Research Entities from China's Attempts to Misappropriate Property of the United States Act of 2021 or the SECURE CAMPUS Act of 2021 This bill prohibits certain Chinese citizens from receiving visas to participate in graduate or post-graduate studies in science, technology, engineering, or math (STEM) and contains other related provisions. This prohibition applies to F (academic student) and J (exchange visitor) visas and does not apply to citizens or permanent residents of Taiwan or Hong Kong. (China considers Taiwan a Chinese province. Hong Kong is a special administrative region within China, and most of its permanent inhabitants are Chinese citizens.) The Department of State may waive this prohibition on a case-by-case basis for national security purposes or if the applicant is a member of a religious or ethnic group that is systematically oppressed by the Chinese Communist Party. Institutions of higher education in the federal Student and Exchange Visitor Program must annually certify that no prohibited Chinese citizens are permitted to participate in the institution's graduate or post-graduate STEM programs. A recipient of a federal STEM research grant must certify that the recipient (1) is not a Chinese citizen or a participant in a Chinese government foreign researcher recruitment program (a program that compensates individuals to conduct STEM-related research and development), and (2) will not knowingly use grant funds to employ such an individual. Entities that receive certain federal research or education assistance shall not knowingly employ any individual participating in a Chinese government foreign researcher recruitment program. An individual who recruits or performs research for such a program must register as an agent of a foreign principal.

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of (1) standard and custom fitted gradient compression garments that are prescribed by a physician or other specified health care professional to treat lymphedema, and (2) other devices determined to be effective in the prevention or treatment of lymphedema.

This resolution extends condolences to the family and friends of former Vice President Walter Mondale. The resolution acknowledges Mondale's lifetime service to the United States, including as a U.S. Senator and as the first presidential candidate from a major party to select a woman, Geraldine Ferraro, as his running mate.

Ending the Fentanyl Crisis Act of 2021 This bill modifies the drug quantity thresholds that trigger a mandatory minimum prison term for a defendant who manufactures, distributes, imports, exports, or possesses with intent to distribute fentanyl. Specifically, the bill reduces from 400 to 20 grams the fentanyl quantity and from 100 to 5 grams the fentanyl analogue quantity that trigger a mandatory minimum prison term for high-level first-time or repeat offenders. It also reduces from 40 to 2 grams the fentanyl quantity and from 10 to 0.5 grams the fentanyl analogue quantity that trigger a mandatory minimum prison term for low-level first-time or repeat offenders. Additionally, the bill directs the U.S. Postal Service to increase the availability of chemical screening devices and dedicate the appropriate number of personnel to interdict fentanyl and other substances that are unlawfully imported into the United States.
