Foreign Gain-of-Function Research Prevention Act of 2021 This bill prohibits the use of federal funds to conduct or support gain-of-function research involving potential pandemic pathogens by China, Russia, Iran, North Korea, or other foreign adversaries. Gain-of-function research is any research that is anticipated to confer an attribute on a pathogen to enhance its pathogenicity or transmissibility in mammals. If the Department of State finds that an entity has used funds for prohibited research, the entity may not receive any federal funding for a period of five years.

Preventing Crimes Against Veterans Act of 2021 This bill establishes a new criminal offense for knowingly executing, or attempting to execute, a scheme to defraud an individual of veterans' benefits, or in connection with obtaining veteran's benefits for an individual. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both.

This bill repeals the Authorization for Use of Military Force Against Iraq Resolution of 2002.

VA FOIA Reform Act of 2021 This bill requires the Department of Veterans Affairs (VA) to establish and implement a plan for reducing its backlog of requests under the Freedom of Information Act (FOIA). The VA must request that the Office of Government Information Services of the National Archives and Records Administration conduct an assessment of the VA's compliance with FOIA. Finally, the VA must submit an annual report on its FOIA compliance efforts and make such reports available on its website.

Aluminum Pricing Examination Act or the APEX Act This bill extends the jurisdiction of the Commodity Futures Trading Commission (CFTC) to include the markets for aluminum premiums. Specifically, the CFTC has jurisdiction over (1) the process and manner in which reference prices for such premiums are set or reported, and (2) whether the mechanism for setting such reference prices is fair and transparent. Additionally, the CFTC must consult with the Department of Justice regarding relevant information, including allegations of anticompetitive conduct.

Chinese Currency Accountability Act of 2021 This bill requires the United States to oppose, absent specified conditions, any increase in the weight of Chinese currency (i.e., the renminbi) in the basket of currencies used to determine the value of Special Drawing Rights. Special Drawing Rights are a currency support tool available to members of the International Monetary Fund (IMF). Specifically, the Department of the Treasury must instruct certain U.S. officials at the IMF to oppose any such increase unless Treasury has certified that (1) China is in compliance with all general obligations of members of the IMF, (2) China has not been found to have manipulated its currency in the preceding 12 months, and (3) China is implementing policies and practices necessary to ensure that the renminbi is freely usable.

Pro-Growth Budgeting Act This bill requires the Congressional Budget Office and the Joint Committee on Taxation to incorporate a macroeconomic impact analysis in their cost estimates for major legislation. The macroeconomic impact analysis (commonly referred to as dynamic scoring) must include the budgetary effects of changes in economic output, employment, capital stock, tax revenues, the sources of financing new outlays, the total debt of the federal government, international trade, international capital flows, and other macroeconomic variables resulting from the legislation.

This resolution requires an analytical statement to be included in committee reports on whether, and the extent to which, the increased budget authority, outlays, or revenue produced by the enactment of a bill or joint resolution may have an inflationary impact on prices and costs in the operation of the national economy and the purchasing power of low- and middle-income families.

Trade Related Intellectual Property Protection Act or the TRIPP Act This bill requires the President to oppose any waiver of obligations under the TRIPS Agreement (i.e., the Agreement on Trade-Related Aspects of Intellectual Property Rights) held by members of the World Trade Organization unless there is an express, statutory authorization for such a waiver.

Digital Taxonomy Act This bill requires the Federal Trade Commission to report on its efforts to address unfair or deceptive trade practices related to digital tokens (i.e., transferable units of a digital currency).
