Cardiovascular Advances in Research and Opportunities Legacy Act This act addresses research, education, and awareness concerning valvular heart disease and its treatment. This disease is caused by damage to or disease affecting any valve that controls blood flow in the heart. The National Institutes of Health may conduct or support research on the disease in consultation with the National Heart, Lung, and Blood Institute (NHLBI). The NHLBI must also conduct a workshop on mitral valve prolapse, which occurs when the valve between the chambers of the left side of the heart seals improperly. The Department of Health and Human Services (HHS) must develop best practices to treat valvular heart disease. HHS may also carry out other projects to increase education and awareness of the disease.

This bill extends through FY2021 the inapplicability of the requirement for counties to elect to receive certain payments under the Secure Rural Schools and Community Self-Determination Act of 2000. That act provides compensation to counties for the presence of untaxable federal land within their borders.

This bill expands eligibility for the Bureau of Reclamation's competitive grant program for small water storage and groundwater storage projects. Under the bill, eligible projects must have a capacity of not less than 200 acre-feet (AF) of water. Current law requires an eligible project to have a capacity of not less than 2,000 AF of water. The bill also allows Reclamation to provide additional grants to certain dam rehabilitation and reconstruction projects provided that projects previously eligible under the program have received the necessary funding.

This bill amends the Bureau of Reclamation's authority to carry out emergency work to include certain urban canals of concern and amends certain cost-sharing provisions. Specifically, the bill reclassifies Reclamation's urban canals of concern as emergency extraordinary maintenance and operation work necessary to ensure the continued safe, dependable, and reliable delivery of project benefits. An urban canal of concern conveys water through a densely populated urban area and the canal's failure would result in the loss of life and property in the vicinity of the failure. As emergency work, Reclamation may provide federal funds to an urban canal of concern project on a non-reimbursable basis sufficient to cover 35% of the cost. The bill further specifies that reimbursable funds provided under this provision must be considered a nonfederal source of funds for purposes of federal grant cost-sharing requirements.

The Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 This bill reauthorizes through FY2027, increases funding for, and modifies the Maternal, Infant, and Early Childhood Home Visiting Program. This program supports home visits for expectant and new parents who live in communities that are at-risk for poor maternal and child health outcomes. Changes to the program include setting out requirements for allocating program funds; increasing the percentage of funds reserved for tribal entities; establishing a publicly available dashboard that reports program outcomes; requiring activities to reduce unnecessary data collection, reporting, and other administrative requirements of the program; and allowing for virtual home visits (provided certain conditions are met). The bill also reduces funding for the Medicare Improvement Fund.

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of standard and custom fitted gradient compression garments and other approved items that are prescribed by a physician or other specified health care professional to treat lymphedema.

Protecting Pain-Capable Unborn Children from Late-Term Abortions Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable gestational age of the fetus is 15 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Parity for Tribal Law Enforcement Act This bill treats certain tribal law enforcement officers as federal law enforcement officers under specified circumstances. Specifically, the bill authorizes the law enforcement officers of any Indian tribe that has contracted or compacted any or all federal law enforcement functions through the Indian Self-Determination and Education Assistance Act to enforce federal law within the tribe's jurisdiction if those officers meet certain qualifications. These qualifications include completing training and passing an adjudicated background investigation. Further, the bill deems a tribal law enforcement officer who is acting under an authorized contract or compact as a federal law enforcement officer for the purposes of certain federal laws, including for injury and death, retirement, and pension benefits. The Department of the Interior must (1) develop procedures for credentialing tribal officers to confirm these officers meet minimum certification standards and training requirements for Indian country peace officers, and (2) promulgate guidance to implement this bill. The bill also requires the Department of Justice to coordinate and provide oversight for its functions and programs to ensure a coordinated approach for public safety in Indian communities.

Supreme Court Police Parity Act of 202 2 This bill grants the Marshal of the Supreme Court and the Supreme Court Police the authority to protect any member of the immediate family of the Chief Justice, any Associate Justice, or any officer of the Supreme Court if the Marshal determines that such protection is necessary.

Protect Our Law enforcement with Immigration Control and Enforcement Act of 2021 or the POLICE Act of 2021 This bill makes assaulting a law enforcement officer a deportable offense.
