Vaccinate More Americans Act of 2021 This bill allows health care providers to disregard federal, state, or local laws or guidelines that prioritize COVID-19 (i.e., coronavirus disease 2019) vaccinations for essential workers and other at-risk groups when necessary to prevent the expiration of a vaccine dose. If a dose cannot be administered to a member of a prioritized group before it expires, a provider may vaccinate an individual in a lower priority group.

Taxpayer Conscience Protection Act of 2021 This bill establishes reporting requirements for states regarding certain Medicaid payments to abortion providers. Specifically, the bill requires states that make Medicaid payments using federal funds for any items or services furnished by an abortion provider to annually (1) submit a report to the Centers for Medicare & Medicaid Services on all such payments, and (2) publish the report on the state's website. The report must include specified information, including the number of abortions performed by the providers and the gestational age with respect to each such abortion.

Limiting Section 230 Immunity to Good Samaritans Act This bill requires an edge provider of an interactive computer service (e.g., social media website) to adopt and maintain written terms of service binding itself to a contractual duty of good faith in order to qualify for the statutory protection against being treated as the publisher of information distributed through the service by a third party. An edge provider is a provider of an interactive computer service through which information published by other content providers is distributed and that has more than (1) $1.5 billion in annual global revenue, and (2) 30 million monthly users in the United States or 300 million monthly users worldwide.

Title X Abortion Provider Prohibition Act This bill prohibits the Department of Health and Human Services (HHS) from awarding family planning grants to entities that perform abortions or provide funding to other entities that perform abortions. To receive a grant, an entity must certify it will refrain from those activities during the grant period. The bill provides exceptions for abortions (1) in cases of rape or incest; or (2) when the life of the woman is in danger due to a physical disorder, injury, or illness. It also exempts hospitals unless they provide funds to non-hospital entities that provide abortions. HHS must report annually on this prohibition.

Women's Public Health and Safety Act This bill allows a state to exclude from participation in the state's Medicaid program a provider that performs an abortion, unless (1) the pregnancy is the result of rape or incest, or (2) the woman suffers from a physical issue that would place her in danger of death unless an abortion is performed. Under current law, a state plan for medical assistance must provide that any individual eligible for medical assistance may obtain required services from any provider qualified to perform them.

Protecting Life in Crisis Act This bill specifies that federal funds allocated for COVID-19 (i.e., coronavirus disease 2019) response efforts may not, in general, be used for abortions. Current law generally prohibits the use of federal funds for abortions through language included in appropriations bills, such as the Hyde Amendment. The bill also restricts the use of federal tax credits or other federal funding for health insurance coverage if the coverage includes abortions.

Cost Estimates Improvement Act This bill requires cost estimates prepared by the Congressional Budget Office or the Joint Committee on Taxation to include (1) the cost of servicing the public debt; and (2) a list of any federal agencies, programs, and initiatives with fragmented, overlapping, or duplicative goals or activities covered by the legislation.

Rebuilding Our Communities by Keeping aggregates Sustainable Act of 2021 or the ROCKS Act This bill directs the Department of Transportation to establish a working group of stakeholders (e.g., state, tribal, and local transportation and planning agencies) with knowledge and expertise in the production and transportation of materials used in the construction and maintenance of transportation infrastructure projects to conduct a study on access to such materials, including access to stone, sand, and gravel.

This bill authorizes the use of the Capitol rotunda on February 3, 2021, for a memorial service honoring Officer Brian Sicknick of the U.S. Capitol Police. The memorial service shall include Officer Sicknick's lying in honor in the rotunda, and the Architect of the Capitol shall place a plaque in honor of Officer Sicknick near the Capitol steps. The Sergeant at Arms of the House of Representatives and the Sergeant at Arms and Doorkeeper of the Senate must make arrangements for funeral services in the Capitol for Officer Sicknick, including payments for travel expenses of immediate family members and the attendance of Members of Congress. The bill also requires that any funds received by the Capitol Police Board in response to the attack on the U.S. Capitol on January 6, 2021, be deposited into the United States Capitol Police Memorial Fund.

Defund EcoHealth Alliance Act This bill prohibits the award of federal funds to EcoHealth Alliance, Inc. This is a nonprofit research organization that studies coronaviruses in bat populations and other environmental health concerns. The Government Accountability Office must also audit federal funds provided to that organization over the past decade. The audit must include the amount of those funds provided by EcoHealth Alliance to China, the Chinese Communist Party, or the Wuhan Institute of Virology.
